STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: Typically one or more years of postgraduate professional experience in Logistics with an interest in international humanitarian development.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). In the field, role holders typically report to the Head of Field Office or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of the logistics operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards. 2. Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. 3. Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve performance of local logistics operations. 4. Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimise use of available funds. 5. Guide support staff, acting as a point of referral and supporting them with analysis and queries. 6. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders. 7. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials). 8. Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance. 9. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. 10. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 11. Other as required.

RESPONSABILITES ADDITIONNELLES

  • Planifier et coordonner les opérations logistiques dans le sous-bureau (SB), en veillant à ce que les livraisons de vivres et de non-vivres soient effectuées en temps voulu.
  • Superviser toute l’équipe logistique du SB conformément à leurs ToRs, en veillant à ce qu’ils aient les compétences et les ressources nécessaires pour effectuer leur travail efficacement et dans des conditions optimales.
  • S’assurer d’une bonne gestion des vivres selon les procédures du PAM et de la tenue d’une comptabilité précise et en temps voulu dans le système, avec une utilisation de LESS en temps réel pour toutes les opérations magasins, le cas échéant, veiller à la continuité des opérations en utilisant les documents de backlogs appropriés.
  • Coordination accrue avec les partenaires, les autorités locales et les FDS si nécessaire, afin d'optimiser les livraisons des vivres de bonne qualité en temps opportun et aux bénéficiaires et sites désignés conformément aux FRNs validés.
  • Coordonner les achats des vivres et non vivres, participer aux études de marché et à l’identification des fournisseurs, à l’établissement de canevas de prix
  • Prospecter et proposer au service achats une liste de vendors fiables et gérer les contrats logistiques, y compris la négociation des conditions et des tarifs avec les transporteurs et les fournisseurs.
  • Interagir avec la section achat d’une part et les fournisseurs de l’autre, en vue d’assurer une bonne réception quantitative et qualitative des vivres répondant aux spécifications énoncées, ceci inclut des réunions régulières avec les parties prenantes et un rapportage régulier au Country Office (CO).

  • Participer activement à la mise en œuvre de la stratégie SAMS ( Smallholder Agriculture Market Support) notamment dans le processus de sélection et de formation des organisations paysannes (OPs), afin d’assurer la disponibilité de produits de bonne qualité répondant aux normes.

  • Assurer la fluidité de la communication interne de la Logistique du SB et les autres sections du SB, et s’assurer que la liaison entre le SB et le CO est quotidiennement maintenue.
  • Identifier les besoins en matière d’équipements de gestion et d’infrastructures des magasins, tout en veillant à sécuriser les investissements réalisés.
  • Garantir une utilisation rationnelle de ces équipements et planifier de manière réfléchie les travaux des magasins, afin d’éviter toute récurrence.
  • Contribuer activement aux discussions d’élaboration des FLA (Field Level Agreement) et des budgets des partenaires en proposant des recommandations visant à optimiser l’utilisation des fonds FTC (Food Transfer Cost).
  • Assurer le suivi et le reporting régulier des activités logistiques, en fournissant des rapports précis sur les stocks, les livraisons et les dépenses.
  • Contribuer à l’évaluation et à l’analyse des besoins logistiques dans le sous-bureau, en fournissant des recommandations pour améliorer l’efficacité des opérations.
  • Evaluation régulière des stocks du SB pour anticiper les requêtes d’approvisionnement au CO conformément aux besoins émergents.

  • Veiller à ce que toutes les livraisons des vivres aux CPs (Cooperating Partners) soient enregistrées dans LESS ou à travers le last mile en temps utile et en temps voulu afin d’assurer un parfait alignement des données LESS et COMET.

  • Organiser et participer si possible à l’inventaire physique mensuel des magasins et veiller au remplissage des fiches d’inventaires et à la participation effective des unités du SB à l’inventaire.
  • S’assurez de la création des FRN dans SCOPE et l’allocation des vivres à distribuer.
  • Réconcilier les données relatives aux transactions In Kind dans SCOPE
  • Contribuer également à contrôler la qualité des vivres, à analyser le marché et à concilier les données dans le cadre des activités vouchers.
  • S’assurer du respect des politiques et des procédures du Programme Alimentaire Mondial en matière de gestion de vivres et de la flotte des camions et veiller à ce que toutes les activités soient conformes aux normes de sécurité et de qualité.
  • Coordonner le partenariat avec les structures gouvernementales, notamment la DAPC, la Douane, différents ministères, et veiller au respect des MoU (Memorandum of Understanding), là où ils existent
  • Effectuer toute tâche demandée par la hiérarchie.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 17.902.000 fcfa to 22.431.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
