TERMS AND CONDITION

The successful candidate will eligible for:

  • Salary range monthly from USD 1,364.44 to 1,546.27
  • Annual leave 1.5 working days per month.
  • Sick leave up to 12 working days per year.
  • Maternity and Paternity leave as applicable.
  • Medical insurance cover for you and your recognized dependents. Your dependent children will be covered until the age of 21 or until the age of 25 when they continue their studies.
  • Death and Disability insurance coverage.
  • Social security - you will be eligible to a lump sum of 8.33% of the base monthly remuneration in lieu of pension added to your basic salary.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Supply Chain, Logistics, Business Management or other related field, or First University degree with additional years of related work experience and/or training/course. Language: Fluency in English and Tetum (Portuguese and Indonesia would be advantageous)

Experiences:

  • Minimum 2 or more years post graduate professional experiences;
  • Extensive logistics experience, including in emergency operations;
  • Experience in coordination with internal and external stakeholders on logistics and supply chain related topics;
  • Experience evaluating and selecting service providers and/or suppliers.

JOB PURPOSE

The purpose of the assignment is to asses the logistics capacity and services environment in Timor - Leste by updating the LCA and LSMA.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Review the existing Logistics Capacity Assessment (LCA) data for Timor-Leste CO and conduct data collection to update the LCA and LSMA data for 2023 or2024
  • Liaise with relevant Government entities e.g Public Works, Civil Protection Authority, Ministry of Transport and Communications, etc. to conduct joint logistics needs and gaps assesment
  • Review government publications and update the LCA with latest and relevant information, maps, organigrams, SOPs related to logistics processes within the national disaster management cycle applicable in Timor-Leste
  • Map and explain the national disaster mitigation and management structure, in line the LCA repository structure
  • Provide information on the customs regulations (process for clearance, specific agreements, exemptions and all required documents)
  • Survey the most conceivable primary, secondary and tertiary transport routes to be used. The assessment should details the present road capacities (with seasonal adjustments) and potential constraints, including potential bottlenecks in the networks
  • Identify and engage relevant government partners/counterparts at the central and/or provincial level as well as NGO/religious order/ humanitarian organizations operating in the country and obtain information on their technical and logistics capacities, as well as relevant contact details
  • Others as required.
