JOB PURPOSE

In this role, you will support the existing commodity accounting structure in the regional bureau by supporting oversight missions, data analysis, performance management, trainings etc. You will also be expected to be involved in budget planning and fund management areas in order to have all rounded capacity to support the region.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Senior Regional Supply Chain Officer (Head of Supply Chain), the incumbent will perform the following responsibilities:

EMERGENCY MISSION SUPPORT

• Provide direct support to the Regional Bureau and Country Offices in the region plus the Corporate Task Force in the on-set of large-scale emergency operations
• Coordinate at Regional Bureau level to support the emergency operations and ensure that all data about shipping/Global Commodity Management Facility is available in LESS before the food commodities arrive in the recipient country/port.
• Periodically check and produce Best Before Dates and Losses report to ensure all records are correctly and timely captured in the corporate commodity tracking system (LESS)
• For Global Commodity Management Facility (GCMF) cargo, ensure sales Order and Internal Purchase Orders are duly processed from the concerned parties at Country office and Headquarters level.
• Inform the Shipping unit once sales documents are processed, so that subsequent transport legs and Bill Of Lading/Non-negotiable Cargo receipt (NNCR) to the recipient country/port can be recorded in the corporate commodity tracking system (LESS)
• Share status update regarding the reliability index and backlog of the Country Office and alert if there is a need to deploy LESS support staff in the emergency to help clear the backlog

LESS FIELD SUPPORT

• Field Support missions when required – Assessment of the corporate commodity tracking system (LESS) protocols and business requirements in place at the Country Office/Regional Bureau level.
• Advise on the corporate commodity tracking system (LESS) management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the effective implementation and usage of LESS.
• Identify requirements, develop ad-hoc reports and provide food commodity data to support decision making processes and Food Supply Chain management
• Review documentation and user guides for new enhancements and initiatives in LESS (Last mile, warehouse mobile app etc.) that have been produced to ensure accuracy, completeness and usability
• Become proficient with the methodology, processes and procedures of new enhancements.
• Contribute to Regional Bureau and Country Office capacity building by ensuring knowledge transfer/training.

STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced university degree preferably in supply chain management, business administration, logistics, or other related field, or first university degree with additional years of related work experience and/or training/courses.

EXPERIENCE:

• At least 3 years of progressive experience in logistics, warehousing, procurement, supply chain or related field, of which at least 2 years independently managing inventory (incl. overseeing stock, systems and people)
• At least 2 years of experience with Enterprise Resource Planning (ERP) systems for inventory tracking and transport management and intermediate knowledge of an ERP system (i.e. SAP or Oracle) is essential
• Experience in commodity (Food and Non-Food) management, accounting and tracking
• Experience in analysis of data, reconciliation of reports, identifying gaps in information and findings, and translating into information management products to facilitate decision making
• Operational experience with integrated supply chain operations, sourcing to delivery
• Good experience with Microsoft tools such as Excel, Word and Access are desirable
• Experience in funds management is desirable
• Experience in contracting of logistics services is desirable

LANGUAGE:

• Fluency (level C) in English and Spanish language is required.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. However, this position is for the specific assignment outlined in this VA and the selected candidate will be offered a fixed-term appointment locked specifically to the position and related funding, which means the incumbent shall not be subject to some WFP’s policies including that regarding mobility. Furthermore, the appointment will bear no entitlement to extension or renewal.
