BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After an emergency, WFP uses food to help communities rebuild their lives. On average, WFP reaches more than 80 million people with food assistance in 80 countries each year. The organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to food and contribute to lasting solutions, especially in many of the world’s most remote and fragile areas.

Brief description of WFP in Uganda WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets. As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

Job Purpose To provide effective Leadership in terms of efficient Supply Chain Operations in delivering humanitarian services to the people in need aiming at achieving zero hunger.

KEY ROLE & RESPONSIBILITIES:

In Kind Operational Support (Saving Lives)

  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
  • Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  • Collect and analyze data through research and networking with colleagues to recommend actions to improve performance of logistics operations.
  • Conduct financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize use of available funds.
  • Guide support staff, acting as a point of referral and supporting them with analysis and queries.
  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
  • Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
  • Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
  • Ensure WFP warehouses as managed in accordance to WFP guidelines with effective commodity management and quality control.
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews.
  • Ensure the integrity of transport information, including commodity tracking in WFP standard systems and prepare & maintain transport information for reporting purposes.
  • Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

Supporting Development Activities (Changing Lives)

Assessments

  • Lead the development of intelligence gathering strategies to ensure that field level considerations are appropriately included within corresponding strategies and adopt when evidence-based methodologies.
  • Oversee relevant assessments ensuring they are effectively developed and implemented in accordance with related strategies and priorities and ensure that cross-cutting issues (such as gender, inclusion, protection etc.) are effectively incorporated.
  • Communicate stakeholder priorities, community dynamics, and market trends whilst ensuring reports cover key findings and technical recommendations / lessons learnt for strategic direction and operational implementation.

Capacity Strengthening with Community Groups

  • Oversee targeting, mobilization, development, engagement, and capacity strengthening activities to ensure alignment with strategic outcomes.
  • Ensure capacity strengthening initiatives are aligned to realize designed objectives and effectively engage donors & other key stakeholders.

Working with Partners

  • Develop key partnerships ensuring effective collaborations are in line with achieving desired outcomes.

Coordination

  • Lead & oversee collaborative approaches with key stakeholders and ensure effective coordination is maintained between key stakeholders to foster further collaboration and to collectively address operational challenges that may arise.
  • Any other duties as may be required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Procurement, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • Minimum of 6 years of professional experience in Procurement, Logistics, or Supply Chain
  • Experience in Logistics work routines and methods
  • Experience with progressive electronic and digital systems and processes is desired.
  • Supply Chain Management and Optimization: Displays aptitude at monitoring and reporting on supply chain operations to enable teams to efficiently assess the performance and sustainability of current networks.
  • Planning, Project & Resource Management: Supports the planning, forecasting & resource management efforts of own team by collecting data from diverse sources.
  • Information Management & Reporting: Collates accurate and timely information and data to enable informed decision making on reporting within individual unit and consequently the greater humanitarian community.
  • Experience coordinating service providers’ contract execution.
  • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
  • Experience in evaluating offers and writing proposals.
  • Experience in report writing.

Knowledge & Skills: Proficient in computer applications (MS Office and Outlook), Presentation and good communication skills.

Languages: Fluency (level C) in English language and WN Local languages/dialects Kakwa, Lugbara, Aringa, Madi, and Luo is desirable.
