ABOUT WFP

The United Nations World Food Programme (WFP) is the largest humanitarian organisation delivering food assistance to over 90 million beneficiaries in 80 countries on a yearly basis. With over 5000 trucks, 50 ships and close to 100 planes on the move every single day, WFP, together with its partners, operates a global network to deliver life-saving food assistance to the most hard-to reach places.

Last year, the Norwegian Nobel Committee has decided to award the Nobel Peace Prize 2020 to the World Food Programme for its efforts to combat hunger and its contribution to bettering conditions for peace in conflict-affected areas.

COUNTRY CONTEXT

Today, DRC remains the world’s second largest food crisis. Successive waves of violence, mass displacements and poor harvests have resulted in a protracted humanitarian crisis. With 27.3 million people facing crisis and emergency levels of food insecurity, WFP and its partners significantly expanded operations in 2020, reaching a record 6.9 million people. In 2021, WFP is targeting 8.7 million people.

Within this context, WFP continues its corporate Level 3 emergency response covering the most populous and conflict-affected provinces in eastern DRC, Tanganyika, Haut Katanga and the Greater Kasai region. In addition to its emergency response, WFP continues to respond to other acute crises, including the DRC’s epidemic outbreaks like measles and monkey pox. WFP continues to play a key role in the fight against COVID-19, by providing vital critical logistics and transport support to help contain the spread of the virus.

The organizational structure of WFP in the DRC includes 18 offices in practical all regions of the country, divided in 4 areas: Nord-South Kivu, Tanganyika-Katanga, Kasai, and Equateur. The HQ of the country office is in Kinshasa. Some 650 WFP staffs implement food assistance - in-kind or cash based - and resilience programmes.

WFP's operations in DRC contribute to the global efforts to reach Sustainable Development Goals 1 (End Poverty), 2 (Zero Hunger), 3 (Good Health and Well-Being), 4 (Quality Education), 5 (Gender Equality) and 17 (Partnerships). JOB PURPOSE

The Logistics Officer (Contracting) is posted in Kinshasa and shall support the overall emergency crisis response through contracting of logistics services to guarantee the continuity of large logistics operations, ensuring efficient use of WFP financial resources.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the functional supervision of the Deputy Head of Supply Chain, the Logistics Officer (Contracting) shall:

  • Be responsible for contracting logistics services (transport, storage, handling, manpower, …) in alignment with WFP rules and regulations for DRC countrywide;
  • Work closely with the Head of Logistics and design a contracting strategy for the operation, to ensure effective and cost-efficient operations;
  • Coordinate with relevant Logistics stakeholders the constant update of the logistics services market assessments;
  • Set up a strong oversight structure for contracing throughout the country;
  • Establish and maintain solid collaboration with all shortlisted / contracted logistics service providers;
  • Ensure clear and comprehensive contractual information management tools / filing systems are in place and maintained e.g. rates maps, contract duration tracking matrix, shortlist overview sheet, shortlist contract details sheet;
  • Develop a performance tracking system for all contracted logistics service providers;

  • Compile high quality Country Supply Chain reports;

  • Supervise and mentor logistics contracting staffs;
  • Other related duties as required.

STANDARD MINIMUM REQUIREMENTS

Education

A Master’s degree in Logistics / Supply Chain Management, Operations Management, Engineering or related fields.

Experience

  • 5 years or more of experience in managing logistics operations, including a minimum 3 years related to contracting logistics services, evaluating and selecting service providers and third parties;
  • Experience with public procurement rules and regulations;
  • Experience coordinating integrated air, sea, and land transport operations;
  • Experience in planning across functions and with other stakeholders;
  • Experience in project management;
  • Experience in working in complex and insecure environments;
  • Experienced in supervising teams of professional staff;

Knowledge & Skills:

  • Highly organized / structured, with strong time management and planning skills;
  • Action / client / solution oriented, proactive, innovative, strong communicator, able to work with high degree of independence;
  • Able to work in a team and switch rapidly between different projects in a fast-paced environment.

Languages

  • Fluency in oral and written French;
  • Intermediate knowledge of English.
