OBJECTIVES OF THE PROGRAMME

L'Unite d'appui administratif du Bureau de pays (CSU), a ete etablie au sein de la structure organisationnelle pour fournir un appui aux gestionnaires et aux membres du personnel afin qu'ils assument pleinement leur responsabilite dans l'environnement GSM et pour assurer la conformite avec les procedures, regles et reglements organisationnels sur toutes les questions administratives et financieres et des transactions dans le cadre d'un systeme ERP (EnterpriseResource Planning).

DESCRIPTION OF DUTIES

Sous la supervision generale et la direction du Charge des Operations, et sous la supervision directe du Charge des achats , le titulaire s'acquitte des fonctions suivantes :L'Assistant aux achats et aux voyages fournit un soutien aux gestionnaires et aux membres du personnel dans l'execution des transactions GSM dans les domaines suivants : Gestion des achats et des stocks :1. Appuyer les processus d'approvisionnement du Bureau Pays; Aider la Representation de l'OMS au Pays (WCO) a preparer les plans de passation des marches. Sur la base du plan previsionnel d'achat, l'assistant fournit un appui dans l'execution des activites d'achat, y compris la redaction des appels d'offres, la reception et l'evaluation des offres, rediger les rapports d'adjudication avec des recommandations pour la prise de decisionen respectant les regles, reglements et procedures de l'OMS en matiere d'achat ; 2. Soumettre ou reviser via GSM, d'une maniere efficace les demandes d'achat locales hors catalogue des biens et services et pour les articles du catalogueet telecharger les pieces justificatives correspondantes; 3.Soumettre les demandes d'estimation de prix (RPE) via le GSM pour les articles / services hors catalogue pour les achats internationaux,obtenir les couts estimes de l'unite Regionale ou du Siege et etablir les demandes d'achat correspondantes dans GSM;4. S'assurer que la liste des fournisseurs / entrepreneurs selectionnes est envoyee pour la creation des fournisseurs5. Participer avec ou a la place du superviseur aux reunions avec les fournisseurs ou les unites de programme ou avec le comite local d'achat6. Appuyer le gestionnaire a faire les estimations des bien et services pour l'elaboration de budget en cherchant les prix sur lemarche7. Emettre les contrats/bons de commande et suivre leur execution; accuser la reception des biens et services dans le GSM; 8.Tenir / mettre a jour des registres de tous les articles inventoriables du Bureau Pays. Gerer l'attribution des locaux et du materiel de bureau aux membres du personnel en collaboration avec l'equipe des services administratifs; 9.Le / la titulaire remplacera les membres de l'equipe a des postes similaires ou differents au sein du WCO. Gestion des voyageset des reunions1. Soumettre et gerer les plans de reunion dans le GSM;2. Soumettre et gerer les demandes de voyage pour les reunions et les missions officielles ;3. Assurer le respect de la politique sur les voyages ;4. Gerer les arrangements administratifs pour toutes les reunions et missions officielles du WCO et les plans de voyage ;5. Suivre la mise en œuvre des recommandations des missions;6. Aider a la production de rapports, de statistiques et /ou de materiel d'information au besoin ;7. Le / la titulaire remplacera les membres de l'equipe ades postes similaires ou differents au sein du WCO.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome de fin d'etudes secondaires suivi d'une formation en administration du bureau ou en gestion. Desirable: Diplome d'etudes en administration de bureau ou en administration des affaires ou dans les domaines connexes d'un etablissement reconnu

Experience

Essential: 8 ans d'experience professionnelle progressiveen qu'assistant dans un bureau executif dans une institution publique ou priveereconnue Desirable: Uneexperience a des postes d'appui administratif a l'OMS ou dans une autreinstitution des Nations Unies serait un atout Uneexperience des systemes de planifications des ressources institutionnelle (ERP)sur Oracle ou tout autre systeme de ce type serait un atout dans d'autresdomaines tels que la gestion de programme serait un atout.

Skills

Le travail necessite de maintenira jour des connaissances sur tout changement aux SOPs. Le titulaire du postedoit egalement maintenir ses competences en informatique, y compris ses competences en systeme de gestion globale, aux normes de l'Organisation par l'auto-apprentissage ou une formation interne. La connaissance des regles, reglements,politiques et pratiques de l'OMS serait un atout. Le travail necessite un diplome d'etudes secondaires avec une formation aux pratiques administratives generales,l'accent etant mis sur les pratiques, les theories et les procedures en matiere de logistique, d'approvisionnement et de voyage. Une formation en logistique,fournitures / achats et voyages serait un atout

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 27,185 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
