UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021), 2625 (Mar. 2022).

Under the direct supervision of Mission Support Center (MSC) State Representative, the UN Volunteer will undertake the following tasks: • Assist MSC State Representative and in consultation with MSC HQ monitor and co-ordinate the logistic support operations within the State to all civilian and military clients, at State Capital (SC) and County Support Base (CSB)/Company Operating Base (COB) level as well as all approved non-UNMISS such as UN agencies, NGOs, local authorities, and institutions, etc. • Ensure logistics support to the UNCT at State-level in line with the Mission mandate, plan, and coordinate mission assets to support specific UN Agencies / Government of the Republic of South Sudan as approved by DMS. • Participate Integrated Reconnaissance Teams to any potential future site to meet with: local authorities to identify parcels of land free of charge, as in the SOFA, for future CSB/COB locations, and/or private landowners for rental agreements, if applicable. • Liaise closely with UNPOL and MLOs to ensure proper levels of support for Long Du-ration Patrols (LDP) as well as Short Duration Patrols (SDP) and Dynamic Air Patrol (DAP), in accordance with UN standards. • Liaise closely with TCC logistics officers at SC and COB to make sure proper levels of support are provided with priority placed on security and life support (water, food, and fuel). • Coordinate with Contingent Owned Equipment (COE) Unit for TCC/PCC equipment regular inspection, report to FAO the operational status of TCC/PCC COE, review TCC/PCC request for UNOE assets/services, participate in TCC/PCC hand-over during rotations ensuring proper hand over of logistics responsibilities, records, equipment, and procedures. • Monitor issuance of UNOE to TCC/PCC, MLO, and UNPOL is IAW approved scale of issue. • In consultation with MOVCON and SAUs, receive, analyze, review, and prioritize State Cargo Movement Requests (CMRs), develop practicable, efficient and cost-effective transportation methods to satisfy them and coordinate implementation. • Monitor State Capital and County CSB/COB projects to ensure they are proceeding in accordance with the established timelines and requirements outlined in the Logistics Support Plans.
• Contribute to the development of logistics plans, including redeployment/repatriation plans, oversee their implementation by identifying logistic problems and requirements and take appropriate action in consultation with MSC HQ. • Conduct visits to CSBs and COBs, if applicable, to verify adequacy of logistic support, obtain feedback from clients and produce after visit reports with follow-up action taken and status. • Monitor and coordinate support to Mission Priority Projects in the State. • In concert with the FAO and the UNDSS representative and in consultation with MSC HQ, advise on the requirement to develop State contingency plans to deal with emergency situations and formulate logistics support plan to the evacuation plan. • Ensure adequate stock holdings of emergency rations, drinking water and ensure timely replenishment/replacement of same. • Maintain the MSC Data Base via State, CSB, and COB fact sheets. • Coordinate, monitor and evaluate daily logistics operations and disseminate information to FAO and CMSC as required. • Participate or represent FAO at weekly logistics/operations meetings with MSD Unit Supervisors at State Capital Level, with UNPOL, TCC/PCC, and MLO representation. • Provide input to the development of MSD SOPs, policies and directives. • Maintain an overall understanding of logistics capability available in the State Capital/ CSB/COB/TOB, including other UN Agencies/organizations and NGOs. • In consultation with IMTC, identify, prepare and execute logistics related training activities for subordinates to improve their work technical competencies. • Perform other duties as assigned.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote capacity development activities and transfer of skills to national personnel during the assignment; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Solid computer skills, including full proficiency in various MS Office applications (Excel, Word etc.) is required.

Ability to produce high quality work under pressure and cope with deadlines is required.

Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. On arrival in Juba accommodation will be on a share basis. Ablutions will also be shared. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
