Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako. The Mission Support Center (MSC) is the principal instrument to assist the Liquidation Coordinator in coordinating, planning, and reporting all logistics support in the Mission and in producing decision-making documents. In the context of Liquidation, the Logistics Officer with MSC will continue to provide logistics coordination, planning, and reporting support to the Mission. The primary focus of the Logistics Officer with MSC will shift from support to military operations and substantive programs to assisting the Liquidation Team.

Responsibilities

Under the direct supervision of the MSC Unit Chief, the incumbent is responsible for organizing and executing logistics support within his/her unit. He/she can also work as a planning/desk officer. The incumbent will be responsible for the following duties:

• Prepares drafts of various, complex logistics plans, for planned or new missions. Develops contingency plans for drawdown and liquidation of missions. Prepares drafts of mission-specific Standard Operating Procedures and submits to his/her supervisor for review. Develops logistics contingency plans to deal with emergent situations that may result from natural or man-made crisis situations. Prepares draft budget requirements for planned or new missions and submits to his/her supervisor for review. Draft and submit to the MSC Unit Chief the Decision Briefs, Notes to File, reports, and analyses regarding liquidation activities and progress. • Ensures the priorities of the Liquidation Director are known and implemented by all stakeholders. Manages logistics operations including management of logistics assets, materials, contracts and personnel. Supports the MSC Unit Chief and the Liquidation Team by coordinating the activities in engineering facilities management, environment, health and occupational safety, transportation and movement, life support, field technology, and medical services. • Ensures timely, accountable and cost-effective delivery of cargo and personnel. Receive and compile inputs on progress and compliance from all sections of the Liquidation Team on movements of COE and UNOE from Bamako and Gao to holding areas in Dakar, Cotonou, and Nouakchott. Follows up on repatriation, rotations, and daily strength of rear parties. • Coordinates and provides logistics support to ongoing operations in the Liquidation entity. • Assists MSC Unit Chief or RAO in preparing the short and medium-term support requirements of the mission HQ or Field Office to identify the resource requirements and factoring additional resources for any unforeseen circumstances • Identifies requirements and shortfalls within his/her unit and submits to supervisor for logistics plans; and manages special logistics operations • Ensures that logistics requirements take account of gender-specific needs. • Tracks and reports movement of ammunition from/to locations for destruction, repatriation and final destination and submit reports about liquidation progress/challenges. • Guides and supervises the work of new/junior logistics officers or staff. Ensure that supervised staff members are adequately trained and cross-trained. Identifies additional training requirements to achieve high working standards; • Keeps required records of logistic activities and level of essential supplies. •Performs other related tasks as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Recognized technical or vocational certificate in logistics, transportation, or supply chain management, is required.

Work Experience

A minimum of ten years of progressively responsible professional experience in planning, coordinating, and managing multi-functional supply chain and support logistics operations in the field and at international environment is required.

Experience in drafting logistics reports, and developing logistics plans, policies, and SOPs is required.

Experience within the context of a humanitarian relief, military, emergency management, peacekeeping or disaster relief operation is desirable.

Experience in downsizing or closure of an office in or in support of field operations of the United Nations Common System or a comparable international organization, National or International NGOs, community-based organizations is desirable.

Languages

English and French are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available within the MINUSMA Liquidation Team until 31 March 2025 subject to budget approval. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
