Job Description

The Logistics Manager is responsible of all related warehouse and assets management tasks in main office and assisting fields and centers on the same. This includes receipts, counts, maintaining, donation of assets and the well establishment of warehouses, training of other logistics teams and producing reports as per IRC policies and donor’s requirements as deemed necessary.

Major Responsibilities: ---------------------------

Warehouse

- Understand, implement, and maintain standard IRC inventory management policies and procedures. - Provide technical support and advice to field support officers in managing and documenting the receipt, handling, storage, release and reporting of goods through the IRC warehouse. - Manage & implement standard warehouse documentation processes i.e., Delivery Report, Waybills, Store Release, Bin Cards, Stock Cards. - Making sure that the field support officers are maintaining the warehouse register, recording all outgoing and incoming receipts and activities. - Ensure that the field support officers are checking quality, quantity, and condition of goods delivered to warehouse, and they are producing relevant goods delivery report. - Ensure that the field support officers are managing dispatch and transportation of program supplies from warehouse to field sites based on appropriately authorized store releases, producing relevant accompanying documentation (waybills), when required. - Ensure that only limited number of items are returned from the sites to IRC warehouse with confirmation to distribute them later by the programs. And ensure the stock card, bin card, and the torching (inventory) sheet is updated. - Manage the disposing/donating program items as per IRC process and procedures. - Ensure that the field support officers are implementing and ensuring clear loading/unloading procedures, correct stacking, and turnover (FIFO or FEFO) procedures. - Ensure that the field support officers are keeping an accurate and up to date record of the store contacts in stock cards and prepare monthly unified inventory reports. - Carry out spot checks and physical inventory count on monthly basis and manage the cycle count for the inventory. - Lead and manage the field support officers in conducting the physical year-end inventory count. - Give technical advice to the field support officers in taking corrective actions for any discrepancy during the physical year-end inventory count or during the inventory cycle count. - Ensure maintaining a low level of items that are closed ended grants and collaborate with the field support officers and programs to distribute them. - Manage and Ensure Warehouse material Release Authorization Schedule is up to date and displayed. - Implement, manage, and ensure clear safety and security procedures in collaboration with safety and security. - Ensure the maintenance of warehouse building, fittings, and equipment. - Compile monthly inventory sheets and make sure the information is updated and submit to supply chain coordinator. - Advise the supply chain coordinator of warehouse specific issues or improvements. - Oversee the provision, quality, and compliance of warehousing, asset, and inventory management to meet program needs, eliminates losses, and inform accurate and timely reporting.

Assets ----------

- Understand, implement, and maintain standard IRC asset management policies and procedures. - Manage and update asset register, including details of asset transfer, asset repairs, asset disposals, breakdowns and purchase of new assets creating files for them. - Ensure all assets are tagged and relevant forms are signed before issued to staff members. - Ensure all office and guesthouse furniture and inventory are accounted for and have inventory numbers. - Compile monthly asset reports and submit to supply chain coordinator.

Others ----------

- Reporting monthly closed grants inventory/assets to supply chain coordinator and manage disposal plan. - Reporting monthly the Properties list to supply chain coordinator, complied for all offices/fields - Manage and Ensure Authority to receive Schedule is up to date and displayed in Beirut and the fields. - Onboarding/exiting: In charge of handing over and receiving assets such as laptops and accessories to all newcomers or exiting staff as per IRC policies and procedures. - Receiving goods: making sure that logistics assistant is receiving all goods as per PO details and samples communicated by the procurement department and/ or program. And logistics assistant is filing the delivery report and communicating all discrepancies immediately to the procurement team. - Raising purchase requests: support the logistics team by raising purchase requisitions when needed. - Coordinate with grants, programs, and finance for closed grants asset transfers for best use of resources. - Support logistics teams in raising PRs and processing payments when requested. - Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Lead with commitment, integrity, and accountability to the “IRC Way-Global Standards for Professional Conduct”.

Training and outreach -------------------------

- Technical asset and inventory management lead for all country logistics team. - Work actively with field office logistics staff and field coordinators/managers to ensure country wide uniformity of logistics structures and implementation of the IRC’s standard operating policies and procedures. - Support local partners in developing policies and providing capacity building.

Key Working Relationships:

- Position Reports to: Supply Chain Coordinator - Position directly supervises: Logistics Assistant - Indirect Reporting: Technical support to field logistics teams (Officers & assistants) - Other Internal and/or external contacts - Internal: All IRC Lebanon departments and users - External: Service providers, Suppliers.

Qualifications

- College Degree Logistics, Supply chain, warehousing, or equivalent technical work experience. - Excellent communication and interpersonal skills required. - At least 5 years’ experience managing Supply Chain operation, preferably within an INGO setting - Familiarity of donors (US government, European, UN) policies and regulations. - Strong organizational skills, ability to coordinate and manage a diverse array of responsibilities - Ability to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements. - Flexibility and proven team player with ability to cultivate and maintain good working relationships with colleagues and other organizations. - Must be computer literate, including Microsoft Word and Excel. - Ability to independently organize work and prioritize tasks. - Self-motivated, honest, highly responsible, and punctual.

Working Environment: The position will be based in Beirut supporting all IRC offices with travel to Field Sites and program centers.
