The Logistics Coordinator plays a pivotal role in overseeing and optimizing the logistics and procurement functions at the Norwegian Refugee Council, ensuring efficient acquisition, management, and distribution of goods and services. This position requires a strategic thinker with strong leadership, communication, and analytical skills, capable of managing high-value procurements, fleet operations, warehouse management, customs clearance, and market assessments.

Context/specific skills, knowledge and experience:

  1. Minimum 3 years’ experience in procurement and contracts management at a senior level preferably within a humanitarian context
  2. Qualification requirement: Bachelor's degree or higher
  3. Good working knowledge of stock management or fleet management (or both).
  4. Technical skills or knowledge in electricity, plumbing, and mechanic… as added value.
  5. Experience and knowledge of key institutional donor’s procurement rules and regulations;
  6. Proven management experience, including training and capacity building of national staff;

Highly organized with strong administration and information management skills;

Strong interpersonal and communication skills;

A high level of computer literacy;

Responsibilities

Key Responsibilities:

  1. Procurement Planning and Strategy:
    • Develop and implement comprehensive procurement plans that optimize costs and comply with donor regulations.
    • Analyze procurement plans for optimization opportunities and cost savings.
    • Maintain a product catalog and conduct market research to establish pricing for non-catalog items.
    • Collaborate with Grants, Risk & Compliance departments to ensure procurement processes adhere to regulatory requirements.
    • Identify opportunities for Framework Agreements (FWAs) with reliable vendors.
  2. Procurement Operations and Management:
    • Ensure quality and completeness of Request for Quotation (RFQ) and Invitation to Bid (ITB) documents.
    • Manage vendor communications during the tender process and ensure timely bid submissions.
    • Maintain a procurement tracking system to monitor process progress and update contract trackers.
    • Serve as the primary liaison between NRC and awarded suppliers, resolving queries and misunderstandings.
    • Secure signed order confirmations and ensure adherence to contractual terms and conditions.
  3. Fleet Management:
    • Oversee the fleet operations, ensuring compliance with organizational policies and environmental sustainability goals.
    • Develop and implement fleet management strategies to optimize vehicle use and reduce operational costs.
    • Conduct regular reviews of fleet management practices and maintenance schedules.
    • Ensure driver training programs are implemented to enhance safety and efficiency.
  4. Warehouse Management:
    • Manage the efficient and compliant operation of warehouse facilities, including inventory management and staff supervision.
    • Conduct regular audits and inspections to maintain inventory accuracy and adherence to organizational standards.
    • Develop and implement warehouse policies and procedures to streamline operations and ensure safety and security of stored items.
    • Coordinate with logistics teams to ensure adequate storage capacity and efficient distribution of goods.
  5. Customs Clearance:
    • Manage customs clearance processes for international shipments, ensuring compliance with local regulations and timely processing.
    • Liaise with relevant authorities and clearing agents to facilitate smooth import and export operations.
    • Maintain comprehensive records of customs documentation and ensure adherence to organizational and regulatory requirements.
  6. Market Assessment:
    • Coordinate market assessments within the scope of program/project requirements, providing insights for procurement decisions.
    • Analyze market trends and pricing to inform strategic procurement planning and negotiations.
    • Collaborate with program developers and stakeholders to integrate market assessment findings into procurement strategies.

Generic Responsibilities:

  • Ensure adherence to NRC's policies, handbooks, guidelines, SOPs, and donor requirements.
  • Implement logistic systems and procedures at the field office level, coordinating timely operational planning and management of logistic activities.
  • Coordinate periodic checks to ensure local SOPs regulate procedures at field office level.
  • Prepare and submit reports and analysis on logistics and procurement activities.
  • Ensure proper filing of all support documents and support line managers in logistics-related procedures and team training.
  • Manage the logistic team, including recruitment, performance management, and asset management.
  • Ensure safe and efficient transport of staff and materials/goods.
  • Perform other duties as assigned by the Line Manager.
