ORGANIZATIONAL SETTING

Duty Stations : Yangon and Mandalay (MoH Premises)

The Logistic Assistant will work under overall guidance of WHO Representative to Myanmar, and direct supervision of the Head of the TB Team, and in close collaboration with the National TB Programme (NTP).

The Logistic Assistant will provide support to the WHO country offices as well as national programme for the project activities.

MAJOR DUTIES AND RESPONSIBILITIES

  • To assist NTP in forecasting and quantification of laboratory reagents and supplies. To assist NTP in obtaining correct specifications of laboratory supplies and equipment.
  • To assist NTRL and UMTBC in completing application forms for GLI and other funding mechanisms.
  • To follow up on delivery schedules and liaise for port clearance and in-country distribution.
  • To facilitate in unpacking and checking procedures for all laboratory equipment and supplies received in NTRL and timely report to the suppliers/procurement units if any discrepancies.
  • To assist proper storage conditions at different types of health facilities.
  • To undertake field visits for assessing storage conditions and identifying needs to improve supply management in NTRL, UMTBC store and Regional/State TB stores and store facilities of partners.
  • To monitor quarterly laboratory reports from Regional/State TB stores and partners.
  • To monitor stock balance and appropriate use of laboratory indent forms issue vouchers, stock ledgers, bin cards, etc.
  • To monitor proper disposal of expired, obsolete or redundant laboratory equipment and reagents.
  • Performed any other related duties as required.
  • To submit assignment report quarterly

WORK RELATIONS AND PARTNERSHIPS

The Logistic Assistant helped in forecasting, quantification of correctly specify anti-TB medication, laboratory items (consumable and non- consumable), non- health equipment with concerned NTP staff, partners and donors once a year. Warehouse (store) management is conducted with assigned staff from states and regions and partners. He/ She regularly visit central stores for checking stock and prepared updated report to NTP, WHO and donors. Liaise in distribution of medicine and equipment to States and Region.

IMPACT OF FUNCTIONS

Well managed warehouse and stock could prevent shortage and damage not only due to improper storage and but also due to insects and disasters. His/her functions play a key role to NTP for LMIS (Logistic management information system)

QUALIFICATIONS

EDUCATIONAL BACKGROUND

Essential: Completion of secondary school education

Desirable:

  • University degree in relevant field or equivalent professional
  • Logistic, supply management training, training on procurement & supply chain management

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

  • Minimum five years working experience in the field of procurement,
  • Working knowledge on supply chain management (preferably medical laboratory) will be an asset
  • Adequate knowledge on logistic, supply - chain management
  • Computer operating and presentation skills
  • Working knowledge of Word and Excels

LANGUAGE SKILLS

Excellent knowledge of English and Myanmar language
