ORGANIZATIONAL CONTEXT

This job is located in Maungdaw Field Office of WFP Myanmar. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Logistics Associate in Maungdaw, Logistics Assistant (GS-5) will perform the following duties: -

• Post daily dispatches of WFP food and non-food commodities in the cooperate system; monitor the correct use and quantity as per loading orders. • Operate WFP’s online system LESS correctly to create system documents such as TPO, STO, OBD, Shipments, Group and SES and etc… • Organize and plan for smooth and proper food movement to respective warehouse, CPs and final distribution points. • Arrange and schedule different transportation means and shipment of food. • Ensure all WFP commodities are available in timely, safe manner and cost effectively. • Prepare food transport request, Landside transport instruction and provide day-to-day reports on the progress and movement of food • Provide report on WFP food stocks in respective warehouses and prepare weekly, bi-weekly and monthly stock reports. • Initiate the regular visit to store to ensure the conformity for the storage, ensure that all proper paper works, and filling system has been prepared and in operations condition. • Establish contracts with shipping agents, clearing agents and superintendents and monitor the discharge of WFP vehicle (Rail, air or sea) advising supervisors of need for intervention in case of an unforeseen problems pertaining to discharge and/or clearing operation. • Monitor ongoing shipments, pipeline information, insurance claims, and other data. • Prepare WFP’s internal transport payment and cooperating partners supply chain cost and payment request and proceed for country office. • Oversee any necessary fumigation and follow-up procedures. • Oversee construction/rehabilitation of warehouse and FDPs facilities. • Conduct storage and appropriate training workshops for warehouse keeper/ FMAs; • Supervise storekeepers of two warehouses (Buthidaung and Maungdaw) • Act alternative of security focal point during the focal person is out of office • Perform other appropriate duties as required and requested by supervisor.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Completion of secondary school education. A post-secondary certificate in the related functional area.

WORK EXPERIENCE Preferable to have at least five years of practical commercial/professional experience in port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management. Experience in following areas is an advantage.

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock. • Experience analysing data (on commodities, funds, etc.) and drafting reports. • Experience in measuring service providers’ performance against set KPIs. • Experience in assisting the preparation of contract documentation. • Experience in providing technical business support in corporate systems.

KEY COMPETENCIES

  • Knowledge of humanitarian assistance and development practice. Good understanding of logistics/ supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
  • Preferable to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

LANGUAGE:

  • Must have good command in both oral and written English and Myanmar. Preferably, fluent in local language of duty station.
