ORGANIZATIONAL CONTEXT

This job is located in Sittwe Field Office of WFP Myanmar. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Logistics Associate and overall supervision by the Head of Field Office in Sittwe Field Office, the incumbent will perform the following duties: -

• Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries; • Support timely ordering and delivery of commodities and supplies to authorized partners and destinations. Support management of logistics vendors’ contracting activities including performance monitoring and measurement. • Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set. • Contribute to budget preparation, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards. • Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary. • Prepare Food Transport Purchase Order (TPO), Landside Transport Instruction (LTI/STO) and all relevant data entries are captured in the corporate systems; • Assist in the transport and logistics contracting for the movement of food and non-food items; • Prepare and monitor WFP’s internal transport payment and Cooperation Partners' Monthly Distribution Report (MDR); • Coordinate with UN/NGO agencies in Sittwe for the provision of common logistics services through Service Level Agreement (SLA) at full cost recovery basis and local Emergency Preparedness and Response (EPR)/contingency plan for local emergencies; • Ensure that all proper paperwork and filing system has been prepared and, if necessary, assist with follow-up procedures; • Assist in management of commodity accounting data quality and integrity. • Support operational pipeline analyses, assessments and operational planning for all delivery modalities. • Participate in the macro/micro assessments and feasibility study of Cash-based transfer (CBT) activities and assist in the post-distribution monitoring. • Monitor the performance of Financial Service Provider (FSP) and Cooperating Partners in consultation with the Programme unit and process the submitted invoices by providing the necessary feedback and update to the Country office and relevant office/units. • Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems in support to informed decision-making. • Liaise with internal and limited number of external stakeholders to support efficient logistics operations management. • Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines. • Having knowledge and capable to perform actively to support logistics emergency preparedness and response activities including Logistics Capacity Assessment, Contingency Plan update and WFP’s response in emergencies. • Ensure and/or perform accurate, timely recording and/or processing of data in the LESS system. • Perform any other appropriate duties as requested by the supervisor

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Knowledge & Skills:

Knowledge of humanitarian assistance and development practice. Good understanding of logistics/ supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

Preferable to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Language:

Must have good command in both oral and written English and Myanmar. Preferably, fluent in local language of duty station.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least five years of practical commercial/professional experience in port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management. Experience in following areas is an advantage.

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock. • Experience analysing data (on commodities, funds, etc.) and drafting reports. • Experience in measuring service providers’ performance against set KPIs. • Experience in assisting the preparation of contract documentation. • Experience in providing technical business support in corporate systems.
