The Security Assistant from UNICEF is crucial in Gaza for various reasons. They play a vital role in supporting the safeguarding and safety of UNICEF staff, assets, and operations in the volatile Gaza environment. By conducting risk assessments, developing mitigation strategies, supporting the notification system, implementing security protocols and training. Overall, their indispensable role is essential for protecting personnel, ensuring operational continuity, and effective aid distribution in Gaza.

Summary of Key Functions and Accountabilities

  • Ensure packages and parcels to the UNICEF guest house are screened in accordance with UN security requirements.
  • Supervises the guards on duty at the guard post under his/her responsibility.
  • Ensure security at the UNICEF Guest house and office, supervise through the guard force in place, access control to UNICEF premises in accordance with the UN security requirements.
  • Patrol the grounds and assist the guard force where required when the UNICEF premises is not in use.
  • Ensure proper and direct compliance of all Security directives, instructions and orders by the UPSS Guards.
  • Ensure that UPSS guards in the shift are properly and neatly turned out at the line–up before the commencement of duty.
  • Report any absence/lateness on the part of any UPSS guard to the Security Specialist before the start of duties and submit a guard absence report.
  • Respond immediately to all calls from the UPSS guards at the post.
  • Report all incidents brought to attention immediately to the Security Specialist.
  • Submit daily report and time sheet for the shift to the Administrative Unit.
  • Inspect and ensure that all security equipment handed over for duty is in good working order. Report any damage or deficiency immediately to the Security Specialist.
  • Receive instructions from the Security Specialist and pass down such directives and instructions to the UPSS Force on shift at his/her guard post.
  • Manages security access control procedures, systems, and equipment; conducts periodic security assessment for premises and installations to ensure provisions for an effective guard force; is responsible for the overall training and day-to-day operational/technical support of the guard force.
  • Support on the coordination and notification of movements of the national staff.
  • Help and support with the security measures for the field missions.
  • As directed by the supervisor, responds, and assists personnel affected by security incidents, and monitors compliance to security standards and procedures.
  • Monitors the local security situation through local media and professional networks providing regular updates to the supervisor on any emerging security issues that may affect UNICEF.
  • Performs other duties as may be assigned by the supervisor.
  • Supervise the preparation daily duty roster/details in coordination with the Security Specialist.
  • Forward all complaints, concerns, and grievances from the Guards to the Security Specialist.
  • Performs other tasks as may be directed by the Security Specialist.

To qualify as an advocate for every child you will have…

Education:

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

Experience:

  • A minimum of five (5) years of work experience in security, risk or disaster or emergency areas with security responsibilities, in the public or private service areas, such as national security, military or police, or in a corporate environment is required.
    • For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience. A master’s degree may replace additional two years.
  • Prior experience with the UN system or NGO is desirable.
  • Experience in the use of Microsoft applications i.e., Word, Excel Access, and PowerPoint is required.
  • Experience in the use of radio communications systems is desirable.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/assessment within the scope of child safeguarding as appropriate.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Otherwise, the selection will be cancelled.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
