UNICEF office in Abkhazia has been working in the fields of child protection, education and health with a special focus on mother and child healthcare and wellbeing. In recent years UNICEF was also supporting local partners in establishing and developing IT databases in mother and child health, primary healthcare, disability, vaccines and pediatric drugs distribution, etc. for generating reliable data in the areas of joint work for evidence-based programming and monitoring. UNICEF has also been developing a social work programme and plans to launch electronic databases to support case management as well as proving technical IT support to the social workers and their facilities in all districts of Abkhazia. In education, UNICEF has been supporting the use of technology in classrooms through the introduction of computer-based visualization software and by supporting teacher resource centers with IT equipment and support. Due to COVID-19 pandemic the schools started to use the remote mode of teaching more frequently via various online arrangements. Therefore, UNICEF has been supporting schools in introduction of online tools for teaching and learning as well as providing the ICT equipment to schools throughout Abkhazia.

To continue strengthening this component of these programmes and to support UNICEF’s IT infrastructure in Abkhazia, UNICEF’s Sukhum Field Office seeks to obtain services with the local IT provider in Sukhum.

Scope of Work:

Under the direct supervision of the Chief of the Field Office and in close collaboration with UNICEF team in Abkhazia, as well as with the Tbilisi-based IT Officer, the Sukhum-based IT consultant will provide IT support to UNICEF’ programmes in Abkhazia, continue technical and capacity development of the local actors related to the regular upgrade and maintenance of existing data bases and will provide support to the Field FO team in the related filed.

Timeline:

  • Expansion of data collection and maintenance of the developed databases to accommodate planned new data collection in collaboration with MoSPDP, МoЕ and MoH with the technical support from UNICEF;
  • Ensure further development and maintenance of web based network of social service and education service providers in Abkhazia;
  • Provide IT support to the social workers and their offices to ensure their internet access and proper functioning of their IT equipment;
  • Provide IT support to the teacher resource centers to ensure that the computers, projectors and other IT equipment are functioning properly
  • Ensure the functioning of computers and other IT equipment that is being used to support the visualization and data base software in schools and health facilities, including those providing key MCH services;
  • Support IT elements of the implementation of Science Technology, Engineering and Mathematics (STEM) programmes to be introduced in selected schools;

Support to UNICEF Sukhum FO:

  • Ensure IT equipment in UNICEF FO is well functioning;
  • Offer technical support to UNICEF FO staff and troubleshoot computer problems; install and update software and hardware as needed;
  • Implement any other IT-related tasks as assigned by the supervisor.

Knowledge/Expertise/Skills required:

Minimum bachelors degree in Computer Science, IT, mathematics or any related discipline(s);

  • Experience in provision of IT services, development and maintenance of database, remote control; experience of work with UN will be considered a strong asset;
  • Practical work experience in information technology, as well as systematic methods of troubleshooting and analytical problem solving, providing assistance to users on IT products and services, and use of applications and diagnostic tools;
  • Technical experience as a help desk service provider or other customer support role;
  • Excellent organizational, analytical and problem-solving skills;
  • Very good communication and teamwork skills; ability to work with minimum supervision in a multi-national environment with team members from different cultural backgrounds.

Remark:

Individuals engaged under a cosultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
