You have:

  • High school diploma or equivalent is required.
  • Valid state certification(s) authorizing The Individual Contractor to conduct engineering works in the Kyrgyz Republic is required.
  • Formal qualifications or certifications from a recognized national or international educational institution in Civil Engineering is required.
  • A minimum of 10 years of professional experience in civil engineering, construction supervision, or architectural design is required.
  • Demonstrated experience in the preparation and/or technical review of Design and Estimate Documentation (DED) is required.
  • Experience in construction supervision of public or institutional infrastructure projects is desirable.
  • Prior experience working with international organizations, UN agencies, or donor-funded projects is desirable.
  • Oral and written fluency in Russian is required.
  • Knowledge of Kirghiz and/or English is an advantage.

Duties and Responsibilities

Background of the assignment: The United Nations Office on Drugs and Crime (UNODC), the United Nations Development Programme (UNDP), and the International Organization for Migration (IOM) in the Kyrgyz Republic jointly launched a project aimed at strengthening institutional capacities of national authorities and border communities of Kyrgyzstan, fostering closer cooperation with Uzbekistan. The project seeks to enhance mutual trust and create a conducive environment on the Kyrgyz side of the border to facilitate effective collaboration between the two countries. Within the project framework, UNODC will support the Border Service of the Kyrgyz Republic in improving humane and transparent border-crossing procedures and establishing gender- and child-sensitive facilities. Specifically, the project will establish two “Mother and Child Rooms” at the “Kadamjay-Avtodorozhny” and “Ak-Kya-Avtodorozhny” border crossing points (BCPs). To initiate these works, UNODC requires the services of an experienced local Civil Works Engineer (The Individual Contractor). The Individual Contractor will be engaged for a total of 35 working days (within 16 February 2026 - to 30 June 2026), to provide technical oversight and engineering expertise throughout the DED development phase, procurement of a construction company, prefabrication works, and installation at the two BCPs. Specific tasks to be performed by the Individual Contractor: Under the supervision of National Programme Manager, UNODC Programme Office in Kyrgyzstan, the Individual Contractor will be responsible for the following tasks: 1. Oversight of Design and Estimate Documentation (DED) Package o Review and provide technical input on the DED package developed by a contracted designing company. o Ensure the conformity to local laws/regulations & rules, completeness, accuracy, and quality of the Bill of Quantities (BoQ), design drawings, technical specifications, and related documentation. o Prepare a final acceptance report confirming the adequacy of the DED package. 2. Engineering Consultancy During Procurement o Provide technical advice and consultancy to UNODC during the bidding process to select a construction company specializing in container-type housing. o Review and assess technical offers against the DED requirements. o Support UNODC in ensuring that the selected contractor meets all necessary technical qualifications and standards. 3. Supervision of Prefabrication Works o Oversee the manufacturing process of the two container-based facilities at the designated factory in Bishkek. o Ensure conformity of works and construction materials with the approved DED documentation and relevant quality standards. o Provide progress and quality assurance reports to UNODC. 4. Supervision of Installation Works at Border Crossing Points o Travel to Kadamjay-Avtodorozhny and Ak-Kya-Avtodorozhny BCPs to supervise the installation and commissioning of the prefabricated facilities. o Ensure timely, high-quality, and standards-compliant installation. o Provide a final completion report on the installation works, including confirmation of conformity with DED documentation and project requirements.

Qualifications/special skills

High school diploma or equivalent is required.  Valid state certification(s) authorizing The Individual Contractor to conduct engineering works, as well as building and installation activities, in the Kyrgyz Republic is required.  Formal qualifications or certifications from a recognized national or international educational institution in Civil Engineering, Construction or related field is required. A minimum of 10 years of professional experience in civil engineering, construction supervision, or architectural design is required. Demonstrated experience in the preparation and/or technical review of Design and Estimate Documentation (DED), including Bills of Quantities (BoQ) is required Experience in construction supervision of public or institutional infrastructure projects, including quality control and compliance with technical standards is desirable Prior experience working with international organizations, UN agencies, or donor-funded projects, particularly in applying international technical and procurement standards is desirable.

Languages
