How can you make a difference?
UNICEF will hire one (1) local consultant to develop a case study (from Lanao Del Sur ECT only) and document lessons learned from implementation of Emergency Cash Transfer in the context of Covid-19 through an After-Action Review and make key recommendations to the Ministry of Social Services and UNICEF for improving system and process for implementation of similar intervention in the future.
Scope of Work:
1. Inception Phase. Inception report and travel plan for field Visits, KII and FGDs to be carried out with sampling of randomly selected families corresponding to at least 10% of the targeted families in SPMS box municipalities in Maguindanao (Shariff Aguak, Pagatin (Datu Saudi Ampatuan), Mamasapano, and Shariff Saydona) and in four municipalities of Tubaran, Picong, Kapatagan and Calanogas in Lanao Del Sur province for the Case Study.
2. Conduct of Consultation Meetings. Consultation meetings will be conducted with UNICEF, MSSD BARMM and/or key stakeholders in the development of data gathering instruments and to identify key informant for conducting key informant interviews and case study in Lanao Del Sur.
3. Data collection, analysis and write-up. Document a Case Study in Lanao Del Sur, document good practices, challenges and lessons learned from ECT implementation from targeting, profiling of beneficiaries, ECT payouts, use of cash by recipients and contribution to peacebuilding principles in BARMM.
4. Presentation to UNICEF, MSSD BARMM Representatives & other stakeholders. Prior to the finalisation of the Case Study and After Action Review, the results will first be presented to UNICEF team and key officials of concerned MSSD BARMM, for their inputs and recommendations.
5. Finalization of Report and Case Study. The After Action Review report and Case Study shall be finalized based on the inputs from UNICEF and MSSD BARMM. User of Outputs (Case Study and After Action Review): UNICEF, BARMM Ministries, End of Programme Evaluation Team.

- Conduct of field visits to ECT targeted areas in Lanao Del Sur province and SPMS Box in Maguindanao to conduct series of KIIs and FGDs with families who were recipient of cash, MSSD team involved in targeting, registration, payouts and monitoring of the process as well as key staff from Rural Health Units (RHUs) and Barangays.
- Draft Case Study Report.
- Conduct validation workshop of Lanao del Sur case study report with UNICEF and MSSD.
- Finalize the case study report based on comments from MSSD and UNICEF and submission of the final case study report.
- Conduct After Action Review - Document good practices, challenges and lessons learned from ECT implementation from targeting, profiling of beneficiaries, ECT payouts, use of cash by recipients and contribution to peacebuilding principles in BARMM and submission of draft AfterAction Review report to MSSD and UNICEF.
- Presentation of Findings and Finalization a. Present findings to UNICEF and MSSD in a virtual meeting.
- Finalize the After Action Review report (incorporating the final case study report in item #5) based on comments from MSSD and UNICEF and submission of the final AAR report.

Qualifications and Competencies of Successful Consultant
- Advanced degree in Development Studies, Peace Building, Social Work, Community Development or other relevant field.

- 5 years of development work in social protection and/or disaster management.
- Experience in conducting research and case study.
Languages:
- Fluency in English and Filipino, both oral and written.
