UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

1. in view of current implementations of DepEd assessment mechanisms, conduct at least two (2) meetings with the Advisory Group conducted to identify key policy items and agree on a workplan, ensuring compliance to DepEd Order 13, s. 2015 (“Establishment of a Policy Development Process at the Department of Education”).

2. conduct relevant activities to gather relevant inputs and compare different perspectives, including but not limited to desk review, interviews, and consultation workshops with key stakeholders/informants.

3. draft the guiding policy, with elaborations on key policy items.

4. update the Advisory Group on the policy discussions.

5. finalize the guiding policy and the accompanying DepEd Order, in view of DepEd’s internal review process 6. produce a slide deck and Brief for external audiences of the Policy Tasks.

Tasks:

1. In view of current implementations of DepEd assessment mechanisms, at least two (2) meetings with the Advisory Group conducted, key policy items identified, and proposed workplan shared.

2. Desk review, interviews, and at least four (4) consultation workshops conducted with key education stakeholders.

3. Elaboration on key policy items drafted.

4. Advisory Group updated on the policy discussions.

5. Guiding policy and the accompanying DepEd Order finalized, in view of DepEd’s internal review process.

6. Slide deck and Brief for external audiences produced.

Deliverables:

- Inception Report with the following information:

• List of members in the Advisory Group.

• Proposed outline of the guiding policy’s key items, with brief descriptions, based on initial discussions with the Advisory Group and ensuring compliance to DepEd Order 13, s. 2015.

• Detailed workplan.

• Annex: Highlights of meeting/s with BAE/Advisory Group.

- Progress Report:

• Refined version of the draft guiding policy, ready for submission to relevant offices within DepEd, for their review and feedback:

- Note: a ver1 draft should be made available for the Advisory Group’s review and feedback.

• Annexes:

- Validated detailed outline of the policy guidelines, based on consultation process.

- Documentation of consultation process - Highlights of progress meetings with BAE/Advisory Group.

- Final Report:

• Final version of the guiding policy, incorporating recommended refinements from the Advisory Group and relevant DepEd offices.

• Draft DepEd Order.

• Slide deck and Brief on the Policy targeted for external audiences.

• Annex: Highlights of meeting/s with BAE/Advisory Group.

Qualifications and Competencies of Successful Consultant

  • Masters degree in the following disciplines: Education, Development Studies, and Development Communications or other relevant field.

Work Experience:

  • 5 years of experience in policy development, specifically for the Philippine education sector.
  • 3-year experience in designing and/or implementing wide-scale learning assessment; preferably involved in an initiative on competency-based assessment.
  • In-depth understanding of the Philippine education system, preferably the ALS and its Life Skills modules; preferably involved in at least two major projects with ALS and/or any non-formal/informal learning delivery programs.

Languages:

  • Fluency in English and Filipino languages required (sample learning materials developed/co-developed must be provided).
