How can you make a difference
UNICEF will engage a Consultant who will work with the DILG to achieve the following objectives:
Develop a Problem Analysis that maps the bottlenecks and barriers to assessing the performance of provincial, city, municipal and barangay level LGUs; and develop a Theory of Change that maps the pre-conditions, risks and assumptions to address the bottlenecks and barriers to assessing the performance of all levels of LGUs.
Develop and propose a Child-Friendly Local Governance Audit System for the Barangays and Provinces based on the mapping of functional assignments.
Recommend strategies to streamline the performance monitoring of local government units, vis-à-vis childrelated programmes and delivery of services.
Draft proposed policy guidelines and which will be used for the adoption and use of the CFLGA, most notably in mainstreaming children in the local development planning process (i.e. comprehensive development plans, PDPFP, etc.
Provide support to DILG and CWC in the piloting and roll out orientation of the proposed CFLGA System to the regional, provincial offices and pilot LGUs as well as support necessary work related to coordination and implementation of the UNICEF-DILG and UNICEF-CWC 2022-2024 Workplans, contributing to the work on ChildFriendly Local Governance Audit. The hiring of the Consultant is a component of the approved activities in the 2019-2021 Rolling Workplan between DILG and UNICEF Philippines. The fees of all the identified activities in this TOR shall be chargeable against aforementioned Workplan.
Scope of Work Assignment (Tasks/Milestones):
The consultant is expected to perform the following:
- Analyze and map the bottlenecks and barriers to assessing the performance of provincial, city, municipal and barangay level LGUs; and develop a Theory of Change that maps the pre-conditions, risks and assumptions to address the bottlenecks and barriers to assessing the performance of all levels of LGUs:
a. Conduct a desk review and scoping on the functional assignments of each level of local government on mandated service delivery for children based on existing policies, report, relevant literature. The review shall include identification of functional assignments for children which had already been included in other existing audit and performance assessment systems for the LGUs (i.e. SGLG, Barangay SGLG) .
b. Analysis of and recommendations to address the barriers and bottlenecks in assessing the performance of LGUs visi-a-vis child-friendly local governance.
- Develop and propose a Child-Friendly Local Governance Audit System for the Barangays and Provinces for consideration of the CFLGA Core Group:
a. Facilitate meetings, workshops, consultations, and programme reviews (online and offsite) with the LGUs, NGAs, and CFLGA core group on the development of the tools, indicators, processes, and other technical guidance for Barangay and Provincial CFLGA.
b. Draft Barangay and Provincial CFLGA prototype c. Conduct of field-testing, piloting of the Barangay and Provincial CFLGA prototype d. Revise and update the Barangay and Provincial CFLGA prototype based on the findings of the pilot test.
- Recommend strategies to streamline the performance monitoring of local government units, vis-à-vis childrelated programmes and delivery of services:
a. Facilitate meetings, workshops , consultations,(online and offsite) with the DILG, CWC, and CFLGA core group on the development of draft policy guidelines.
b. Draft proposed policy guidelines which will be used for the adoption and use of the CFLGA, most notably in mainstreaming children in the local development planning process (i.e. comprehensive development plans, PDPFP, etc.).
- Support DILG and CWC in the piloting and roll out orientation of the proposed CFLGA System to the regional, provincial offices and pilot LGUs:
a. Develop programme design, facilitate workshops, and assist DILG and CWC for the actual conduct of regional and provincial orientations/ roll out of the CFLGA.
- Support the coordination and implementation of the UNICEF-DILG Workplan 2022-2023 and UNICEF-CWC Workplan 2022-2023, as they contribute to strengthening the child-friendly local governance audit:
a. Support in convening and attend meetings, workshops and consultations with DILG and CWC, and CFLGA Core Group.
Deliverables:
Task 1:
• Narrative Report on key findings of the desk review and scoping.
• Problem Analysis and Theory of Change on monitoring the performance of LGUs in the delivery of programmes and services for children.
Task 2:
• Monthly report on the progress of developing the Barangay and Provincial level CFLGA (including conduct of field-testing).
• Concept Note on development and piloting of Barangay and Provincial CFLGA. The concept note shall be used for presentation and approval of theDILG-NBOO, Technical Management Group (TMG) and Board of the Council for the Welfare of Children and UNICEF. • Documentation or narrative report outlining the results of the actual field-testing.
• Barangay and Provincial CFLGA prototype, including all tool and forms (i.e. excel-based capture forms, operational guidelines, rating system, etc.); ready for adoption to the SCFLGKMS.
• Revise and update CFLGA, including enhancement to the CFLGA Technical Guidance Note/ Handbook in quality deemed acceptable by DILG, CWC and UNICEF.
Task 3:
• Strategy Note for streamlining the performance monitoring of local government (i.e. SGLG, KMS-SCFLG, PACFMC, etc.) units vis-à-vis childrelated programmes and delivery of services.
• Draft of Joint Memorandum Circular and revised JMC in quality deemed acceptation and for submission to NBOO.
Task 4:
• Programme design and documentation report based on the conduct of the regional and provincial orientations for the CFLGA (8 regional clusters).
Task 5:
• Monthly report on the progress of implementing the Workplan with DILG and CWC.
Qualifications and Competencies of Successful Consultant
- Bachelor degree in any Social Science, Public Administration, or Development Course relevant to the nature of assignment.
Work Experience:
- Minimum of five (5) years of experience in project management and/or programme coordination related to social development programmes and/or governance.
- Extensive background and experience in working and coordinating with the LGUs (preferably at provincial government level).
- Excellent track record in working/ collaborating with other national government agencies and/or international/ local non-government organizations.
- Demonstrated knowledge and capacity on child rights promotion and protection as well as local government performance systems;
Knowledge/Expertise/Skills Required:
- Knowledgeable on local government planning and processes (particularly on local development planning, budgeting, and monitoring of LGU programs).
- Familiarity in mainstreaming of child rights promotion and protection in the local development agenda; and or familiarity with local government work and operations.
- Good analytical and writing skills particularly in developing documentation, progress reports and/or concept notes.
Other competencies:
- Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
- With good communication and interpersonal skills; ability to work with people, sensitivity to partner’s needs and expectations, excellence in delivering quality results with a team.
