UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

Given the current status of the WINS TSA rollout in the BARMM, the pending WINS Strategic Plan, and the need to monitor the WASH in learning institutions implementations in the region in general, the consultant will provide the following services to achieve the objectives:

• Ensure the quality of the MBHTE WINS Strategic Plan making sure that the final version is duly reviewed and underwent quality assurance.

• Provide technical support to the MBHTE (regional, division and district levels) and other implementing partners in the roll out of the WINS TSA in Lanao del Sur School Divisions and in the BARMM island provinces including regular monitoring and providing updates on the status of the implementations.

• Facilitate documentation of evidence, human interest stories, technical notes, and production of written and audio-visual materials to connect with the advocacy activities.

• Ensure monthly reporting and analysis of progress and provide recommendations for moving forward with program implementation.

• Other tasks that requested by the MFO and WASH section in support of humanitarian emergencies.

Tasks:

• Review of documents and develop a workplan to achieve the objectives.

• Ensure the quality of the MBHTE WINS Strategic Plan and annual implementation plan formulated.

• Technical support to MBHTE in the roll out of the WINS TSA in all School Divisions.

• Technical support to implementing partners implementing WINS or other WASH in Learning Institutions activities.

• Ensure monthly reporting and analysis of progress and provide recommendations for moving forward with program implementation.

• Facilitate documentation of evidence, human interest.

Deliverables:

• Inception report including workplan.

• Signed copy of the WinS Strategic Plan.

• Year 1 Work and Financial Plan of 3-year WinS Strategic Plan is formulated and adopted by MBHTE.

• Monthly report based on MBHTE required technical support.

• Monthly report based on implementing partners agreed activities.

• Reports on Oky App kick-off, consultations and market scan conducted in BARMM.

• Report on TOT on WinECCD FDS Module conducted for BARMM.

• Monthly report.

• Relevant WASH in Schools/ECCD data, technical guidance and operational support provided to school/ECCD reopening in BARMM.

• Monthly report on Knowledge Management (KM) related activities.

• Copies of documents produced.

• At least 1 WINS-related Human-Interest Story in appropriate UNICEF KM format composed.

Qualifications and Competencies of Successful Consultant

Education:

  • University degree in one of the following technical areas is required: public health, social sciences, behavior change communication, sanitary engineering, education management or another relevant technical field.

Experience:

  • At least 5 years of experience in the analysis, design and implementation policies, strategies and programmes for the delivery of basic services like Health, Education and WASH programs.
  • Experience in humanitarian and development work in conflict affected areas.
  • The candidate must have an advance degree in Public Health, Management, Community Development, Sanitary engineering, education or other related subject to environmental health, hygiene sanitation and behaviour change or an equivalent to professional experience.
  • Experience working with Government agencies and local government unit an asset
