Background:

The Armenia Co-operation Programme (ACP) is an initiative that seeks to support continued project-based collaboration of the OSCE Secretariat and Institutions with Armenia within the framework of their respective mandates across all three OSCE dimensions. In September 2017, the Government of Republic of Armenia (RA) and the OSCE agreed on the establishment of the ACP, following the closure of the OSCE Office in Yerevan (OiY) on 31 August 2017.

Within the area of support to ongoing reforms in the security and justice sector, strengthening democratic control and oversight of the security sector was identified as a priority by the Armenian authorities in the framework of the ACP. Building on previous efforts of the OSCE Office in Yerevan and informed by a comprehensive needs assessment, conducted by the OSCE Secretariat and ODIHR, a series of extra-budgetary projects were developed in strengthening police-public partnership in the RA.

Objective of Assignment:

To support the project implementation, an administrative project expert shall assist in coordinating projects implementation with partners and beneficiaries, including national authorities and civil society organizations.

Duration of Assignment: One year with the possibility of extension pending funds availability.

Tasks and Responsibilities:

The OSCE Conflict Prevention Centre/Operations Service and the OSCE Transnational Threat Department/Strategic Police Matters Unit require the services of an administrative project expert to cover the implementation phase of the project, with longstanding experience in working with national authorities and international organizations in the areas of security sector governance and reform and democratization processes. In order to support the project, the consultant will, under direct supervision of the Project Officer/SSGR (CPC) and the Police Affairs Officer/Community Policing Adviser (TNTD/SPMU), carry out the tasks as outlined below.

Assisting the project manager and in co-ordination with the national project coordinator in:

  1. Collection of data in support to training, policy development and other activities implemented within the framework of the project;
  2. Organization of events outlined in the Project through ensuring related logistical arrangements, i. a. with project partners, experts, vendors, interpreters, as well as by supporting invitation process, taking minutes, and providing budget estimates;
  3. Planning and co-ordinating of the logistical aspects of project, as applicable in cooperation with the local OSCE consultants and other partners;
  4. Preparing draft project revisions, if necessary, especially with regard to budget, as well as draft project progress reports for internal and external use;
  5. Monitoring project implementation, primarily in relation to administration and budget and that project outputs are delivered accordingly and on time;
  6. Ensuring visibility of project results and of the project partners, in line with OSCE guidelines;
  7. Preparing draft official communication (in both English and Armenian) needed to advance the project and follow up on project activities;
  8. Assistance with limited-scale translation and consecutive interpretation during meetings if necessary; note taking;
  9. Performing other duties as assigned.

Necessary Qualifications:

  • Completed secondary education supplemented by relevant training in administration, project management, or other relevant field;
  • Minimum three years of relevant experience, including one at the international level;
  • Proven work experience in supporting project administration and logistics, including drafting financial and narrative project monitoring and evaluation reports, particularly in an international setting;
  • Availability at short notice, flexibility and ability to work under tight deadlines;
  • Adherence to high standards of professional integrity;
  • Ability to establish and maintain effective working relationships with people of diverse national and cultural backgrounds, while remaining impartial and objective;
  • Professional fluency in English and Armenian languages with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Desirable Qualifications:

  • Previous experience with the OSCE would be particularly valuable;
  • Familiarity with the key concepts of the security sector governance as well as Community Policing and Police Reform.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
