UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

UNICEF is engaging a local consultant to support the Department of Education in determining its teaching and non-teaching personnel requirements. The Education Specialist is working closely with the Office of the Undersecretary for Human Resources and Organizational Development on numerous initiatives on Education Futures and Teacher Professional Development, and the proposed consultant can help the Specialist intensify work with the School Effectiveness Division on the Education Dashboard that accurately identifies personnel requirements in both the short and medium terms.

Scope of Work:

Under the supervision of the Education Specialist, the consultant will have the following tasks:

Data Collection and Analysis

1. Review current DepEd practices on personnel allocation

2. Plan data collection and uses

3. Supervise DepEd personnel collecting school-level data

4. Manage the initial database

5. Conduct analysis on newly available information

6. Simulate differences of old formulas with emerging model

7. Finalize statistical model on analysis of personnel requirements

8. Develop Education Dashboard for decision makers

Capacity Building

1. Train key DepEd personnel on best practices on data collection

2. Train key personnel on statistical techniques used in personnel requirement analysis

3. Train key personnel on use and maintenance of the Education Dashboard

Knowledge Management

1. Produce policy note on assessment of current DepEd personnel estimation formulas

2. Produce policy note on details of new personnel estimation model

3. Propose areas for further research using available data

Deliverables:

1. Education Dashboard (digital format): interface that allows multidimensional analysis of school personnel requirements (for teaching personnel, non-teaching personnel, and school leadership)

2. Training sessions (series of activities): train DepEd staff on statistical methodologies used in the analysis and on the operation of the Education Dashboard

3. Engagement reports (written documents): first, School Human Resource Situationer containing assessment of current DepEd personnel estimation formulas and proposed activities for the engagement. Second, Final Report containing details of new personnel estimation model, key insights offered by the Education Dashboard, and areas for possible further research and publication(s).

The reports shall conform to the requirements of UNICEF and include all necessary data (age- and gender-disaggregated) to support the M&E indicators of the Programme, organized for easy tracking.

Timelines will be discussed with the supervisors.

To qualify as an advocate for every child you will have…

  • Master’s Degree in Economics, Statistics and other related fields *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum 10 years work experience, with at least five years working in the Philippine education sector.
  • With Human Resource and Organizational Development experience in the review, design, and assessment of organizations
  • Expertise in R statistical tools and any data visualization tool/s, knowledge of other statistical programming language is an advantage
  • Excellent technical writing skills
  • Demonstrated report writing competency and fluency in English is required. Fluency in English and Filipino languages required (sample research work and/or programme/project documentation materials developed or co-developed must be provided).
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
