UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Sustainable Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Scope of Work:

The Data Consultant will support UNICEF Philippines in its strategy to strengthen data governance, development and management, and analytics, as well as capacity development on the analysis and use of data in planning, programming, and monitoring and evaluation. This will include the following tasks:

Task 1: Data Governance Strengthening

1.1 Assist UNICEF Philippines in convening key stakeholders of data for children for the development the Philippines’ statistical framework and development plan on children and youth. Work will entail proactive coordination and facilitation of forums with PSA, CWC, and other stakeholders to accelerate the process. The Consultant will work closely with partners to draft the framework and plan which will be integrated in the National Plan of Action for Children (NPAC) and the Philippine Statistical Development Program (PSDP).

1.2 Facilitate coordination with data source agencies and mandated statistical coordination bodies toward resolution of issues on child-related indicators and statistics as may be recommended by UNICEF Philippines and partners.

1.3 Assist UNICEF Philippines in providing support for strengthening data and information systems on children and facilitating capacity development in the BARMM.

1.4 Organize a Data for Children Summit among key stakeholders to build momentum for data for children, particularly in the context of the new PDP and PSDP. This will include consultations on a statistical framework for children, launch of the SitAn, new approaches to data collection, analysis, and use (phone surveys, Frontier data, etc.).

Task 2: Data Strategy and Analytics

2.1 Coordinate UNICEF engagement in supporting the analysis and use of CBMS data. This includes coordinating with PSA and LGUs for access to data as well as inputs in the improvement of methodology. It also particularly includes working closely with KIDDS and programme sections in the analysis and use of CBMS and other data for children, exploring the development of data dashboard, Frontier Data, and other relevant initiatives.

2.2 Support UNICEF Philippines in the compilation and analysis of data from key censuses and surveys (e.g., NDHS, APIS, CBMS, YAFS, etc.), indicator systems (e.g., poverty statistics, SDG indicators, etc.) administrative data systems (e.g., FHSIS, BEIS, CRVS, etc.), studies (e.g., LCSFC), and other relevant data sources in support of the new country programme development, planning, programming and monitoring. This will also include updating UNICEF on the latest data updates and initiatives in the Philippine Statistical System (PSS) that matter to children monitoring.

2.3 Provide technical inputs in the development of new country programme results frameworks and indicators (overall and sectoral) and assist in the data landscape analysis and coordination of measures to address data gaps, including the development and updating of the Situational Analysis of Children by UNICEF Philippines.

2.4 Support MFO in their efforts to strengthen data landscape. This includes identifying key data development opportunities and supporting the development of a data strategy as well as supporting key counterparts.

Task 3: Strengthening Data Systems

3.1 Support PSA with the rollout of the SDG data platform to strengthen the monitoring of SDGs. Work covers the completion of the data collection and validation module and design of the database and data visualization module. Scope may be expanded toward an integrated data portal on children based primarily upon the framework and data compilation for the 2022 Situational Analysis of Children prepared by UNICEF Philippines.

3.2 Explore and support the Philippines’ StatDev Data Platform to support the monitoring of the new Philippine Development Plan (prototype to focus on children-related results and indicators).

3.3 Support programme sections in their efforts to strengthen administrative routine data systems. This includes exploring challenges and opportunities.

3.4 Support the design and build the data component --- database, metadata, and release calendar of key statistical indicators, and latest data developments, of UNICEF SharePoint portals to facilitate monitoring by UNICEF Philippines.

3.5 In close collaboration with KIDDS, explore opportunities to apply relatively new approaches to data collection and analysis – including the use of phone surveys, use of Frontier data, etc. This also includes approaches to strengthen data interoperability, integration, and establishment of sustainable systems.

Task 4: Strengthening Capacity on Data for Children

4.1 Provide technical inputs to programme sections and key partners in the methodological development of key statistical indicators on children, to help augment and enrich analysis for informed policy and programmatic interventions for children.

4.2 Assist UNICEF Philippines programme sections in capacity development efforts toward increasing data literacy and analytical capabilities of policy makers and planners on child welfare and development.

Deliverables:

under Task 1:

a. Draft statistical framework and strategic development plan on children and youth.

b. Note on key issues on child-related indicators and statistics with solutions agreed with partners.

c. Sectoral notes on data landscape analysis/systems assessments.

d. Communication on data for children issues and recommendations for improvement of data sources between UNICEF and its

partners and mandated statistical bodies.

e. Concept note, communication material and event report from data for children forums in coordination with stakeholders,

including in particular the:

  • Data for Children Summit to build momentum toward the development of data ecosystems on children (includes knowledge management, innovation and technology).

under Task 2:

a. Concept note and report on coordination with PSA and selected LGUs on improvement of CBMS and building capacity on analysis and use of data.

b. Updated basic and key data on children and analysis available and accessible on UNICEF Philippines.

c. Communication on technical support in the analysis of key data for children.

d. Technical inputs on new CP results frameworks and indicators and facilitation of data landscape analysis/data assessment.

e. Inputs to MFO for a data strategy. Data governance and statistical capacity strengthening in BARMM.

under Task 3:

a. Report on the SDG Data Platform in collaboration with KIDDS and PSA, including lessons learned.

b. Concept note, communication and inputs in the development of the StatDev Data Platform in collaboration with KIDDS and

PSA.

c. Technical support to UNICEF programme sections and partners on improvement of key administrative data systems (e.g., health, nutrition, education, child protection).

d. Design of and coordination for integration of data portals in UNICEF SharePoint portals in collaboration with programme sections and KIDDS:

  • includes key data updates and visualization, database, data release calendar, updates on data initiatives in the Philippine Statistical System.

e. Concepts and proposals on new approaches to data collection and analysis in collaboration with KIDDS.

under Task 4:

a. Technical inputs and participation in forums on methodological development of new statistical indicators on children.

b. Concept notes on and coordination of capacity development plan/initiatives.

Qualifications and Competencies of Successful Consultant

Education:

  • University degree, preferably at the master level, in statistics, data science, international development or related disciplines.

Experience:

  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Eight (8) to Ten (10) Years of progressively responsible statistics, data management and data science as well as programme management experience with government, UN and/or NGO, including in statistics, data management and data science.

Knowledge/Expertise/Skills required:

  • Strong track record in facilitation of team building and design thinking workshops.
  • Mastering of innovative methodology for facilitation, such as serious play, visual thinking, etc.
  • Strong understanding of the data landscape and governance in the Philippines.
  • Proven ability to conceptualize, innovate, plan, and execute ideas and systems.
  • Communicates, works and networks effectively with a wide range of people to reach broad consensus, and demonstrates leadership where required; particularly working with government, CSOs, and development agencies.
  • Previous experience in planning, managing, and conducting capacity strengthening efforts on data.
  • Ability to plan, coordinate and manage multi activities and adjust to changing priorities.
  • Ability to organize, manage and participate within teams.
  • Good interpersonal skills to ensure effective working relationship with partners and colleagues. Sensitivity to partner’s needs and expectations, maintaining open communication.
  • Ability to analyze data, identify bottlenecks to improve systems and provide recommendations.
  • Strong writing and analytical skills.
