UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

BACKGROUND

The 9th Country Programme Children for 2024-2028 states that UNICEF will apply a human rights-based approach to the country programme using the following crosscutting strategies: (…) (g) Leveraging of private sector partnerships and markets to benefit children and reduce the adverse impacts of business practices”.

With this, UNICEF Philippines developed a Child Rights and Business Country Strategy for 2024-2028, the outputs that support in ensuring promotion of child rights and business principles in the business sector (companies, industries and business regulators). One of the three (3) pillars of the CRB strategy is Integrating into UNICEF programming and partnerships which includes Business and Community Resilience (BCR). This is also one of the EAPRO priorities. With Pillar 3 being led by different Programme Sections of UNICEF, BCR is under the outcome Climate, Environment and Resilience (CER).

TERMS OF REFERENCE OR WORK ASSIGNMENT

Tasks: Under the direct supervision and guidance of the Emergency Specialist (with technical coordination line from EAPRO BCR Partnerships Specialist), the BCR Consultant will help coordinate any relevant work with local partners in the Philippines such as with the Philippine Disaster Resilience Foundation (PDRF) and other business networks working on disaster risk management. The BCR consultant will be essential in UNICEF’s work to promote a child-centered humanitarian action and community resilience, including in disaster risk reduction, climate adaptation and emergency preparedness in the private sector.

Deliverable/s:

Deliverable 1: Private sector sensitization package guided by the Core Commitments for Children (in Humanitarian action) to deliver results for children (30%)

The consultant will develop tools and knowledge products and organize private sector forums and related meetings to sensitize private sector actors, members of the Philippines Disaster Resilience Foundation (PDRF), other Philippine business networks, and the broader business sector in East Asia and the Pacific on programming for humanitarian action and resilience in line with the Commitments for Children in Humanitarian Action and Convention on the Rights of the Child (CRC).

The more detailed tasks and sub-outputs under these four deliverables are detailed below:

  1. Co-develop the objectives, agenda, format, speakers list and briefing notes for relevant forums and related meetings.
  2. Provide secretariat/ administrative support services (including activity design, requisitions of logistical and other required services) to the sensitization workshops and related pre-meetings and the rollout of these meetings in Manila
  3. Develop slide decks, videos, graphics, and/or other knowledge products as needed for the CCC sensitization process.
  4. Identify and engage relevant stakeholders and participants including businesses, NGOs, government representatives, UN agencies and other relevant partners in the country and other EAPRO countries.
  5. Support the promotion, documentation and reporting of the event and/or related meetings, including post-event follow-ups.

Deliverable 2: Menu of options to enhance resilience programming for children and promote children’s rights in emergencies (30%)

Based primarily on Philippine experience and practices, lead the development of a Menu of Options, which may include Standard Operating Procedures, for the private sector stakeholders (including government partners working with private sector) to enhance resilience programming and promote children’s rights in emergency preparedness, response, recovery, disaster risk reduction and resilience building in EAPRO and other regions.

The more detailed tasks and sub-outputs under these four deliverables are detailed below:

  1. Prepare an inception report (concept note), which would provide details on the overall scope, approach, timelines, format/outline, target audience etc of the menu of options.
  2. Conduct literature review on existing UNICEF materials and relevant business practices and engagement strategies.
  3. Conduct consultations with appropriate stakeholders, including CO emergency/ DRR focal points and relevant CO sector leads.
  4. Develop initial drafts and final drafts of the document.
  5. Conduct consultation meetings towards the finalization of the product/s.
  6. Organize other activities related to developing and launching the final product/s.

Deliverable 3: Support the coordination and development of PCO’s BCR Action Plan (30%)

Together with the BCR focal points from the Philippine Country Office, facilitate and coordinate with different sections to develop a Country Office BCR Action Plan with defined indicators and milestones to measure success.

The more detailed tasks and sub-outputs under these four deliverables are detailed below:

  1. Organize workshops and consultative meetings with PCO sections to identify potential areas of collaboration with private sector actors.
  2. Draft the PCO BCR Action Plan that incorporates inputs from PCO sections.

HOW TO APPLY:

Education:

  • Master's in Disaster Risk Management, Master's in Social Work with a focus on Community Development.

Knowledge/Expertise/Skills required:

  • Experience in designing, implementing, managing and delivering programmes on disaster risk management, humanitarian assistance and/or climate resilience in the context of private sector engagement in the Philippines or other countries.
  • Strong technical, programmatic and research skills in Disaster risk management, Private Sector Engagement and at least one of the following: Climate Change, Health, Education, GBV, WASH, HIV/AIDS, Protection, Social Policy, Social and Behavior Change, or combined expertise in Emergency Response;
  • Prior experience in supporting or conducting private sector-led humanitarian assistance and recovery processes
  • Prior experience in supporting or organizing international conferences
  • Excellent written and oral communication skills, including an ability to write analytically, succinctly and clearly to translate complex theoretical concepts into easy-to-digest briefs, and speak in public forums compellingly;
  • High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents;
  • Experience and demonstrated ability to build rapport, motivate others and cultivate an environment of teamwork and collaboration across sectors within and outside the organization and in a multicultural environment;
  • Required computer skills (MS Windows, MS Office applications, Infographics)
