Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works on the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to the Government of Mozambique in meeting its gender equality goals and in building effective partnerships with civil society and other relevant actors. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts in Mozambique to ensure commitment to gender equality.

Therefore, consolidating and enhancing the institutional of the Country Office is one of the enablers to increase delivery, especially in this new context of COVID-19 and Humanitarian Disasters in Mozambique.

Under the overall guidance and direct supervision of Country Representative, the Consultant- Assistant to the Rep works and provides support on management, programme and operations quality assurance, coordination, partnership development and resource mobilization. The Assistant promotes a client-oriented approach consistent with UN Women rules and regulations.

The Assistant will support the Country Representative respond efficiently and timely in fulfilling the coordination mandate in development and humanitarian settings, Country Office Management and Quality Assurance as needed.

Duties and Responsibilities

Management, Programme and Operations Quality Assurance

  • Assist the Country Representative for quality review of Programmatic and Operations Procurement Requests.
  • Assist in finalizing analysis of income partners policy and programmatic related requests.

Help the Country Representative review policy documents, briefs and other strategic papers/ materials related to intergovernmental norms events/activities, coordination and humanitarian including COVID-19 before final approval.

  • Liaise with and support the Programme Manager/M&E, Programme and Operations Teams in the preparation of the Mid-Term Review; Evaluations, Audits and production of quality reports.
  • Familiarize with UN Women Strategic Planning Tools and regularly alert and update the CO Team.

  • Support the Representative to monitor the SN/AWP implementation tracking system to keep abreast delivery in line with quarterly/semester work plans and/or road maps;

  • Provide technical support and collaborate with experts and staff in the preparation of the Country Programme Evaluation (CPE) and the Strategic Note (2022-2026).
  • Participate in Programme and Operations Weekly meeting to help improve coherence and integrity planning/implementation approaches
  • Help the Country Representative plan the yearly SMT meetings and records the meeting minutes accordingly.

.2. Coordination, Strategic partnership, and Resource Mobilization.

  • Serve as the Coordination Focal Point and assist the Representative to backstop the coordination portfolio.
  • Collaborate closely and assist the CO team in the preparation of the briefs papers for the meetings to inform key stakeholders on UN Women Coordination mandate and events;
  • Participate actively in different gender coordination groups with the partners and within UN Agency; takes and share the minutes.
  • Help improve the communication flow on coordination information across HQ, ESARO, the CO and UNCT;
  • Review all coordination related programmatic documents before approval by the relevant authority;
  • Regularly review and adapt the resource mobilization strategy to new challenges and opportunities, especially in the context of Humanitarian and COVID-19;

  • Help in monitoring the timely and quality completion of donor reports;

  • Analyze and research information on donors, identify possible opportunities and prepare substantive briefs on possible areas of cooperation based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.
  • Assist in Developing the Donor Intelligence System for the Country Office.
  • Collaborate with the communication officer in finding innovative ways of increasing UN Women visibility.

Required Skills and Experience

Education:

University degree (or equivalent), preferably a Master’s degree in Development Studies, International Relations, Women and/or Gender Studies.

Experience:

Familiar with public administration, coordination, and social policy analysis.

5 years of progressively responsible of programme/project management and implementation.

Work experience in programme and project reporting is an added value.

Experience in partnership development and resource mobilization.

Knowledge on gender issues and women´s empowerment.

Experience in working in a computer environment using multiple office software packages. Experience in working with ATLAS is an advantage.

Work experience within the UN system is an asset.

Fluency in English and Portuguese is required.

Knowledge of the other UN official working language is an asset.
