How can you make a difference?

UNICEF is engaging a local consultant as part of the UNICEF Philippine Country Office, to provide technical support to the design and implementation of the learning recovery plan of the Department of Education. This is in line with the RAPID Framework, the Transforming Education Summit commitments, and the Global Commitments for Foundational Learning. The consultant will focus on maximizing the use of education technologies and ensuring the mental health and wellbeing of children.

Scope of Work:

Under the supervision of the Basic Education Specialist, the Consultant will provide technical assistance and work on the following tasks:

  1. Develop a scalability plan for the use of the Learning Passport and School in Bag in all multigrade schools
  2. Map, prioritize and develop a scalability plan for digital learning initiatives for CPC 9 (e.g. STEM, children with disabilities).
  3. Provide technical support to the Department of Education for the design and implementation of foundational learning strategies (e.g. national reading program and the national numeracy program), incorporating education technologies.
  4. Develop a strategy for the use of the education technologies as part of education responses to emergencies
  5. Provide inputs to the design and support the implementation of Mental Health and Psycho-Social Services programs, projects, and activities, including education technologies.

Deliverables:

  • Report with mapping and analysis of digital learning initiatives for CPC 9
  • Monthly report on technical assistance provided to UNICEF programs with government partners.
  • Report with mapping and analysis of mental health activities for CPC 9
  • Scalability plan for the use of Learning Passport and School in a bag in all multi-grade schools
  • Plan of action for the use of education technologies as part of education responses to emergencies
  • Plan of action for mental health strategies for government partners
  • Scalability Plan for digital learning strategies for government partners

To qualify as an advocate for every child you will have…

Master’s degree in one of the disciplines relevant to the following areas: Education, Digital Learning, Educational Technologies, or a field(s) relevant to international development assistance.

At least five years of professional work experience in the education sector.

At least two years of professional work experience in education technologies or digital learning initiatives.

Teaching experience is an asset.

Relevant experience working in the UN is an asset.

Fluency in English and Pilipino is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
