Purpose of the role:

The Livelihoods and Food Security (LFS) Officer will be part of both the NRC Bekaa team, along with the Livelihoods and Food Security country team, under the management of the Area Manager with support and guidance from the LFS Programme Development Manager and LFS Coordinator. The LFS Officer will be responsible for working with and supporting local LFS partners in the Bekaa to assess, design, implement and monitor LFS programmes. The LFS Officer will also work closely with other NRC core competencies to find opportunities to integrate and complement the support provided to vulnerable communities across Lebanon to enhance the population’s food and livelihoods security.

What you will do:

  • Adherence to all NRC policies, guidance and procedures, specifically the NRC Global LFS Strategy and programme policy
  • Lead on the assessment, design, implementation and monitoring of the Bekaa components of the LFS programme portfolio in line with the programme timeframes and agreements
  • Support and collaborate with NRC’s local LFS partners in the area
  • Research, monitor and analyse the livelihoods and food security context in the Bekaa
  • Identify opportunities to collaborate or work in partnership with other LFS actors to best support the food and livelihoods needs of the population in Lebanon
  • Ensure strong engagement and accountability to all communities that NRC is working with
  • Engage with and support the development of LFS strategies and projects in other areas of the country
  • Work closely with the Monitoring and Evaluation team to develop tools, facilitate activities, collect useful data and learn and adapt LFS interventions based on findings
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specifically you will:

  • Work closely and support LFS local partners to assess, design, implement and monitor the active LFS pilot project in Bekaa in line with the programme timeframes and agreement
  • Identify and capture lessons and opportunities from the pilot project, which will support future LFS programming
  • Work with other core competency teams to integrate LFS components within existing programmes in Bekaa
  • Map and engage with actors involved in the food security and livelihoods sectors, including from public institutions, the private sector, academic institutions and humanitarian and development actors
  • Research, monitor and analyse the livelihoods and food security context in the Bekaa, identify gaps and opportunities and develop and present project proposals to the Area Manage and LFS Programme Development Manager
  • Troubleshoot and report any programmatic or operational challenges
  • Work closely with support teams, including Admin, Finance and Logistics to ensure that all programmatic resources are secured and delivered on time in line with the programme’s plan of action
  • Contribute to the preparation of relevant documents, including contracts, MoUs, communication materials, reports, presentations, etc.
  • Support in conducting regular assessments, interviews, focus group discussions and surveys, and produce relevant follow-up reports
  • Organize and oversee the distribution of materials when needed, including the preparation and filing of distribution documentation, organizing distribution teams, communication and coordination with relevant actors and community leaders
  • Oversee and manage LFS volunteers when needed
  • Support the LFS Programme Development Manager in occasional translation support between Arabic and English.

Professional competencies

  • Minimum 2-3 years of relevant experience within the humanitarian sector, preferably in implementing food security and livelihoods projects
  • Bachelor's degree in Economics, Agriculture, Business, Social Sciences, or other related fields
  • Preferred to have knowledge of the humanitarian or development sector in Lebanon along with experience and knowledge of food security in Lebanon, the agri-food sector and interventions which can support people’s food needs, including food assistance, protection and production
  • Experience and knowledge of interventions which protect and promote people’s livelihoods,
  • Demonstrated experience of conducting assessments
  • Fluency in English and Arabic, both written and verbal
