DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

Contribute to the overall quality of the planning, implementation and follow up of protection activities implemented by DRC and partners by supporting capacity-building of teams, strengthening Protection Information Management systems and timely and accurate reporting of protection activities

Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Programming & Operations

  • Under the management of the Protection Manager, ensure effective time management, planning and implementation of protection activities; in mobile and center-based locations
  • Draft and revise projects tools (monitoring tool, evaluation tool, work plan etc.) and coordinate the implementation of the M&E assessments with the guidance of protection Team leaders and Protection Manager
  • Assess and identify potential activity spaces, including Wom and and Girls Safe Spaces and Child-Friendly Spaces for the implementation of protection activities and ensure they comply with relevant minimum standards
  • Engage and coordinate with local stakeholders for the establishment of MoUs for activity spaces for project implementation and support in drafting of relevant MoUs.
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program
  • Support in mapping and identifying potential partners for DRC’s protection program and support in assessment, vetting, and other partnership development activities
  • Support Protection Teams in planning and implementation of events or celebrations within communities and ensure that informed consent is given at events where communication material is being collected (images, quotes etc.).
  • Does not have direct line management responsibility for staff, but may contribute to recruitment and/or performance appraisal of members of the team as relevant.

Capacity Building

  • Support Team Leaders with capacity building of DRC staff, partner staff, and animators/facilitators/ daily workers if applicable, including the development of capacity-building plans, training materials and delivery of trainings outside of case management and follow-up on their implementation.
  • Support in the development and provision of protection trainings to DRC staff, partner staff and other key staekholders where required;
  • Conduct regular field visits and spot checks of relevant protection activities in line with DRC’s Supervision Framework.

Information Management

  • In coordination Protection Team Leaders, support and co-lead changes and improvements to setting up a Protection Information Management Monitoring and maintenance of relevant databases; including support with referral management
  • Through the information gathered from the Protection databases, program trackers, master lists and protection reports, support the Protection Manager and IMO with data analysis; identification of trends and gaps, and; evidence-based reporting;
  • Work closely with MEAL teams to support effective monitoring, evaluation and learning processes and initiatives for DRC and partner staff.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues;
  • Support the Protection Team in the maintenance of an up-to-date service mapping of the service providers operating in the area and ensure that team members are informed about the available services and feed into the updated service mapping;
  • Support the Team Leaders in representing DRC at meetings and other relevant technical coordination meetings as needed, draft the meeting minutes and share the information with all relevant parties

Partnership

  • Leading on mapping of Protection actors at the field level.
  • Supporting the Partnership Team in the vetting and due diligence process.
  • Initiating capacity assessment with partners.
  • Supporting in organizing the kick-off and progress meetings with Protection actors..
  • Supporting with organizing lessons-learnt workshops/meetings with Protection actors.

Grant management

  • Participate to the development of new projects by informing the team of evolving context and needs;
  • Support Protection Manager in producing monthly reports and support the team leader in submitting internal and donor reports as per schedule;
  • Support the Protection Manager in monitoring the progress of project targets against indicators on a weekly basis.

Logistics/Finance

  • Support the Protection Manager with initiating and following-up on procurements and ensure their execution and tracking;
  • Prepare request for payments (animators’ salaries, consultants …) and follow-up on their execution

About you

To be successful in this role we expect you to have Bachelor degree in Social work, political science, law or other related field. Moreover, we also expect the following:

Required

  • Minimum 2 years of relevant experience in implementing protection programming
  • Minimum 2 years of experience in working in the humanitarian sector and/or with I/NGOs in Lebanon;
  • Demonstrated experience in delivering trainings and capactiy-strenghtening activities in protection
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Excellent knowledge of Protection minimum standards and basic principles
  • Ability to maintain confidentiality, respect, non-discrimination and safety of client at all times;
  • Computer literacy (Microsoft Word and Excel)
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well.

  • Contract length: 6 months until February 2024 renewable based on budget availability.
