Job Overview:

The Livelihoods and Food Security Coordinator (based in Kabul) will oversee the design and implementation of livelihoods and food security programmes in the Central Region, under the country office’s Livelihoods and Food Security Core Competency. The Livelihoods and Food Security Coordinator will work under the direct supervision of the Central Area Program Manager in the Central Office. He/ she will work under the close technical guidance of the Livelihoods and Food Security Specialist and the Livelihoods and Food Security Coordinator in Kabul. He will also work very closely with NRC’s other units in the Central office (in particular the Education and Shelter units), to implement joint programmes.

As the Food Security and Livelihoods Core Competency was only recently established in Afghanistan, the Coordinator will play a critical role in helping implement new livelihoods and food security projects in the Central Region– and in documenting lessons learnt from these initial projects to shape the country office’s livelihoods and food security strategy moving forward.

Livelihoods programmes support NRC’s broader strategy to promote durable solutions to displacement –beyond short-term emergency assistance – and to prevent further displacement. These programmes seek to enable vulnerable displaced people (returnees from Iran or Pakistan, as well as people internally displaced by conflict) to find jobs or start their own businesses, so they can support their families. Food security programmes aim to ensure that displaced people able to meet their essential food needs – in terms of quality, diversity and quantity – both in times of emergency and in situations of protracted displacement.

Livelihoods and food security activities will build on the work being done through NRC’s other Core Competencies. For example, small-enterprise development activities could target recent graduates of the vocational skills programmes run by NRC’s Education unit. Training and material for kitchen gardens and greenhouses could be provided to families who are building a house under Shelter projects.

The Livelihoods and Food Security Coordinator will be responsible for implementing, reporting on and ensuring the quality of all food security and livelihoods projects being implemented in the Central Region. This will include participating in data collection field work; overseeing the beneficiary selection process in coordination with communities, local stakeholders and other NRC units in the Central office (especially Shelter and Education colleagues); ensuring that projects are being implemented on schedule (including keeping clear records of distributions); ensuring that monitoring and evaluation (M&E) plans are being implemented, and immediately flagging any challenges or delays to the Area Program Manager & Food Security and Livelihoods Specialist in Kabul.

Responsibilities:

Generic responsibilities:

  • Responsible for the management and implementation of Food Security & Livelihoods projects in the Central Region in line with proposals, NRC strategies and donor requirements, and ensure high technical quality. Including:
  • Budget management: keeping track of project expenditures and flagging any underspending/ overspending issues to the Central Area Program Manager and the Food Security and Livelihoods Specialist in Kabul.
  • Overseeing the beneficiary selection process, based on guidance and procedures set by the Food Security and Livelihoods Specialist in Kabul.
  • Keeping clear and up-to-date records of distributions and activity implementation progress.
  • Ensuring that baseline assessments are carried out on time, including participating in data collection and data analysis as needed.
  • Ensuring that M&E plans are implemented on time, working closely with the M&E team in the Kabul, Jalalabad and Khost Offices.
  • Providing information as requested by the Grants/ M&E units in Kabul for reporting purposes.
  • Share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Adherence to NRC policies, guidance and procedures

Specific responsibilities:

  • Provide regular progress reports and flag any challenges or implementation delays to the Area Program Manager and the Livelihoods and Food Security Specialist in Kabul.
  • Coordinate with relevant partners in the Central and East Region to implement livelihoods and food security projects – including other development and humanitarian organizations, government, and community leaders.
  • Help identify and design new food security and livelihood projects in the Central and East Region (including development of funding proposals), working closely with the Area Program Manager & Food Security and Livelihoods Specialist in Kabul, and with other NRC units in the Central office (especially Shelter and Education colleagues)

Generic professional competencies:

  • At least three experience managing and implementing development or humanitarian projects
  • Experience working in the private sector in small-business development (setting up or running small businesses) is a plus.
  • Experience with drafting and managing budgets
  • Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory)
  • Creativity, curiosity and willingness to try new things and to challenge the status quo
  • A positive and collaborative attitude and willingness to work in a team
  • Experience working with vulnerable communities and people (displaced people, women, youth).

Context/ Specific Skills, Knowledge, and Experience:

  • Willingness to travel to project sites in the Central and East Region Jalalabad and Khost.
  • Good written and spoken English and Dari.
  • Master/Bachelor Degree in agriculture, food security, economics, business development/ entrepreneurship or related field.
  • Strong analytical skills (experience in collecting and analysing data and drawing conclusions and recommendations from findings)
