Job Description

Scope of work

· Lead the update of the Labor Market Analysis (conducted in 2022) and new Labor Market Analysis in new areas of interest to the IRC.

· Lead a donor mapping for Ukraine in order to identify opportunities for livelihood programming. Collaborate with AMU and IRC Ukraine Grants colleagues.

· Lead a livelihood actor mapping for Ukraine in order to identify opportunities for livelihood programming. Collaborate with partners and several Clusters on the actor mapping.

· Assess technical livelihood and general management/ implementation capacities of up to five local partners. Identify and develop partnerships with local partners, based on IRC’s PEERS standards.

· Lead proposal development for up to eight livelihood related proposals, including budgets, in close collaboration with before identified local partners, IRC Ukraine’s Partnerships and Grants Teams. Ensure high technical quality in all business development, including the use of the Labor Market Analysis results as well as the capacities of the partners.

· Provide livelihood technical trainings for up five local partners based on their technical needs and preferences (as defined through the partner assessment).

· Regular attendance and participation in relevant cluster and working group meetings at appropriate levels will be necessary to perform the above tasks.

· Assess integration of IRC’s multipurpose cash assistance into Ukraine’s social protection systems, also by coordinating with CCD in Ukraine (Collaborative Cash Delivery Network).

· Ensure programming is client and needs-based, using evidence-based modalities and approaches, and contextually appropriate for different areas of Ukraine.

Deliverables

· Updated and extended Labor Market Analysis

· Donor mapping for Ukraine focused on livelihood programming.

· Livelihood actor mapping for Ukraine.

· Assessment of up to five local partners working in livelihood assistance (based on clear technical and general management/ implementation competencies).

· Partnership agreements with up to five local partners working in livelihood assistance.

· Delivery of livelihood technical trainings to up to fivelocal partners based on their technical needs and preferences.

· Lead proposal/ business development for up to eight livelihood related proposals, including budgets, as required.

· Provide clear action plan for the integration of IRC’s multipurpose cash assistance into Ukraine’s social protection systems.

Requirements

· Language skills: English as well as Ukrainian/Russian required

· Demonstrated experience in livelihood assistance in Ukraine

· Demonstrated experience identifying and training local partners.

· Demonstrated experience in leading project design and writing donor proposals.

· Experience with social protection systems.

· Personable and diplomatic: Must be able to work well with a wide cross section of staff including Finance, Program units, HR and Operations staff and Senior Management.

· Ability to promote teamwork and work in a multi-cultural environment.

· Creative and solutions oriented: is adept at finding creative and effective solutions to address challenges.

· Flexible, adaptable, and able to handle pressure with professional grace.
