Background of the project

CONTEXT

The Libya INGO Forum (LIF) is an independent network of over 30 international non-governmental organizations (INGOs) implementing humanitarian, development, and peacebuilding programs to respond to the needs of the most vulnerable population living in Libya. LIF provides a platform to facilitate the work of its members and support them to address key issues of common interest efficiently and effectively. While LIF is hosted by IRC, it maintains some degree of independence allowing it to effectively represent the perspective of all its members equally.

The Libya INGO Forum (LIF) is seeking an Access and Security Consultant for 45-60 days over two-three months to strengthen LIF members’ ability to navigate humanitarian access challenges and improve their safety coordination, especially related to and as a result of the floods in eastern Libya. This will be accomplished through four main objectives and associated products detailed below.

Scope of work

LIF is looking for a consultant (or a team of consultants/organization/company) to provide an access report for INGOs in 2023, a scenario planning report, safety, and security contingency plans for INGOs, and 1-2 training(s) to INGOs on relevant topics.

The specific objectives of the consultancy are:

1. Provide a detailed access overview of INGOs’ access in 2023 and Q1 of 2024 (including bureaucratic and administrative impediments, flood-response access issues, etc.). 2. Provide scenario planning report regarding future of Libya and challenges INGOs may face, with a specific focus on the impact of the floods. 3. A contingency safety and security plan for INGOs in Libya based on the scenarios. 4. Provide at least 1-2 trainings to LIF INGOs on related access or safety and security topics (potentially including a scenario planning workshop); this should include training reports as well.

Deliverables

All deliverables must be developed in close consultation with LIF Director, LIF Access & Advocacy Advisor, LIF Steering Committee, LIF members, and other key stakeholders:

- Design, prepare, and implement KIIs with LIF members regarding access challenges in 2023 and the impacts on their work. - Draft a detailed report (for limited audience) on the access issues, what attempts have been made to address them, recommendations for new approaches. - Draft a summary 2-pager (for broader audience) on access issues INGOs faced in 2023 and how their work was impacted. - Conduct a comprehensive analysis of the potential future scenarios in Libya. - Draft a detailed scenario planning report highlighting the challenges INGOs may face in each scenario. - Develop a contingency safety and security plan for INGOs based on the scenarios outlined in the scenario planning report. - The contingency plan should include guidelines and procedures to ensure the safety and security of INGO staff and operations in each scenario. - Design and deliver 1-2 training sessions for LIF INGOs on relevant access or safety and security topics. - The training or workshop sessions should be tailored to the needs of the INGOs and should aim to enhance their capacity to navigate access challenges and improve safety coordination. - Provide brief reports of each training/workshop.

Qualifications

Requirements:

- Experience: Proven experience in providing consultancy services to INGOs, particularly in the areas of access, safety, and security. Experience in scenario planning and developing contingency plans is essential. - Knowledge: Deep understanding of the humanitarian context in Libya and the challenges faced by INGOs in terms of access and security. Familiarity with the work of the Libya INGO Forum (LIF) would be beneficial. - Skills: Ability to design and implement Key Informant Interviews (KIIs) with LIF members. Strong report writing skills to draft detailed reports and summaries on access issues. Analytical skills to conduct a comprehensive analysis of potential future scenarios in Libya. - Training: Capacity to design and deliver training sessions for LIF INGOs on relevant access or safety and security topics. The training sessions should be tailored to the needs of the INGOs and aim to enhance their capacity to navigate access challenges and improve safety coordination. - Collaboration: Must be able to work closely with LIF Director, LIF Access & Advocacy Advisor, LIF Steering Committee, LIF members, and other key stakeholders. - Language: Proficiency in English is required for report writing and conducting training sessions. Knowledge of Arabic an added advantage. - Values: Commitment to humanitarian principles and dedication to supporting the most vulnerable population living in Libya.

Other Qualities

- Experience within an operational NGO strongly preferred. Equivalent experience, including the UN, DPKO missions, diplomatic community, donors, national governments, and others could be considered. - Experience working in the Libya context preferred. - Knowledge and understanding of civilian-military relations strongly preferred. - Familiarity with humanitarian principles and response architecture (such as UN-led coordination mechanisms). - Ability to work under pressure, independently and with limited supervision. - Highest standards of ethics and integrity - Ability to work in insecure environments. - Communicating with impact and respect

Criteria:

Applicants will be evaluated against the following criteria:

- Professional competencies, expertise and qualification for the tasks described above (technical proposal including timeline per phase) (40%), - Previous experience (30%), - Technical quality of submitted work samples (10%), - Financial offer (20%). - Application without financial offer will not be considered.
