Org. Setting and Reporting

This position is located in the Office of the Special Representative of the Secretary General (OSRSG) of the United Nations Verification Mission in Colombia (UNVMC). The Liaison Officer will contribute to political analysis, reporting and engagement with host country stakeholders and other multilateral organizations on peacekeeping, crisis management, conflict prevention and mediation matters in accordance with the mission's mandate. S/he will report to the Principal Political Affairs Officer.

Responsibilities

Within the limits of delegated authority, the Liaison Officer is responsible for performing the following duties:

• Prepares briefing notes and talking points for the senior staff and mission leadership related to the mission's mandate. As requested, provides information on assigned issues regarding the Colombia Peace process and the Final Peace Agreement, as well as other peace initiatives, ensuring a gender sensitive approach.

• Cooperates and collaborates with counterparts to develop strategies to address peace challenges as per the mission's mandate objectives from an intersectional and differential sensitive approach. Develops and maintains relations with government representatives, non-governmental organizations, academic and research institutions and other relevant stakeholders.

• Participates as a team member in an office which could deal with a variety of political issues. Assists in planning, coordinating and supporting programmes, projects and activities requiring missions and/or interagency involvement and participation.

• Supports his/her supervisor in the coordination of mission-wide inputs for reports to the Secretary-General, internal reports and other sensitive and confidential communications to UNHQ. Provides assistance and support to other substantive sections of the mission to have a consensual approach to the mission environment, mandate and operations among mission actors, and relevant national and international stakeholders.

• Participates and conducts field missions to monitor and assess the conditions for the implementation of the Mission’s mandate, preparing trend analysis monthly and sitrep as requested.

• Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to the UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions.

• Performs other related duties as requested.

Education

Advanced university degree (Master's degree or equivalent) in Social Sciences, Political Science, International Relations, or a related field is required. A first level university degree with a combination of two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in political science, political affairs, international relations, law, mediation, conflict resolution or related area is required.

A minimum of two (2) years of experience working on the Colombia Peace is desirable.

Experience in the United Nations System or a Government institution is desirable.

Experience supporting dialogue of mediation efforts with an armed group is desirable.

Experience working on security issues and conducting security analysis is desirable.

Experience providing political advice to senior officials is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish (both oral and written) is required.

NOTE: Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by an informal interview.

• This position is temporarily available until 31 October 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• As per the Staff Rule 4.4 if a serving staff member in the General Service (GS) or National Professional Officer (NPO) category applies and gets selected for a temporary job opening in another duty station, the GS or NPO staff member would have to be separated and reappointed on a temporary appointment since a lien cannot be maintained on their parent position. The expenses related to the movement of a GS or NPO are not covered by the Organization.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
