Job Description

Job Title: Legal Program Manager

Employee Type: Regular Employee Category: Full Time

Duration: 3 months, extendable for 9 months depending on performance, starting on October 1st

MAJOR RESPONSIBILITIES:

Project & Partner Management

• Overall management of the legal support project, in terms of planning, results, quality, effectiveness, reporting, spending, monitoring and evaluation.

• Develop and maintain effective working relationships with partners. Assess and suggest improvements in the partnership model.

• Ensure compliance of partners with programmatic deliverables and regular performance monitoring of partners to achieve the set project’s objectives.

• Provide technical oversight of the work of partner organizations in Albania, Serbia and Greece conducting outreach and limited scope legal intakes for asylum seekers in Europe. These partners provide 1:1 counselling and identify potential IRC clients with immediate legal needs to be directly represented.

• Ensure all internal IRC procedures with regards to partnerships are being followed.

• Develop and refine clear roles, expectations, divisions of labor, measurements of success for all components of the legal support project.

• Work with project staff, partners, and IRC colleagues to ensure project data is collected consistently, managed appropriately and reported timely, using IRC’s legal case management database and other relevant case management and data management systems.

• Coordinate with other IRC teams to develop multidisciplinary approaches and strategies to address client needs.

• Create and review legal articles, infographics, social media posts on legal matters as part of the Refugee.Info program, as well as support the project team respond to any legal questions shared by beneficiaries.

• Collaborate with IRC’s Asylum and Immigration Legal Services Technical Unit to develop and ensure adherence to program procedures for legal support

• Work with IRC Hellas leadership on fundraising strategies to expand IRC’s asylum and legal services programming in Greece, including through grant writing and communications efforts.

• Other duties as assigned by the supervisor to support IRC programs and operations.

Quality of services

• Monitors the quality of the legal services (direct implementation and through partners) and provides technical leadership where required. Work closely with the Legal Protection Technical Advisor to identify legal protection pathways for asylum seekers to select EU Member States, the US, UK and Canada, and exercise their rights in these processes. Cultivate relationships with expert legal practitioners where needed to ensure accuracy of legal information; exercise excellent judgment in implementing boundaries where the project lacks competence to inform or advise on a particular area of the law.

Trainings

• In close cooperation with Legal Protection Technical Advisor, prepare and deliver training and technical assistance for IRC staff and partners working with asylum seekers on the various legal pathways to asylum and protection that they might have access to, best options for legal referrals.

KEY WORKING RELATIONSHIPS:

Position reports to: Head of Programs – Greece. Position liaises closely with IRC Asylum and Immigration Legal Services Technical Unit.

The Legal Program Manager will have a dotted management line with two lawyers working in protection programs in IRC Hellas.

JOB REQUIREMENTS:

• Law degree and admission in good standing to a bar in Greece;

• At least 5 years of relevant experience including client representation;

• Knowledge of the Greek legal framework related to asylum, family reunification procedures, and administrative procedures for third country nationals with proven experience of asylum casework procedures; Preferred knowledge of European asylum law and procedures.

• Demonstrated leadership skills, including the ability to manage and mentor external partners and prioritize client-centered and trauma-informed services;

• Experience working with marginalized or impacted communities, grassroots organizations, and non-governmental organizations;

• Demonstrated commitment to Gender, Equality, Diversity and Inclusion;

• Outstanding communication and interpersonal skills and an ability to deal professionally and collaboratively with both legal and not-for-profit stakeholders;

• Written and verbal Greek and English fluency; Knowledge of Albanian, Dari and/or Pashto would be an asset;

• Enjoy working with a small team in a flexible and fast-paced environment, as well as being an independent self-starter able to work with a high degree of autonomy;

• Personal integrity in handling ethically complex and confidential situations;

• Strong computer literacy, research and analysis skills;

• Ability to travel to target countries to engage with staff, clients, and partners
