Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

The African Women Leaders Network (AWLN) is a women’s led movement, launched in 2017 with the support of the African Union Commission and the United Nations, through the Office of the AU Special Envoy on Women, Peace and Security and UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, and with the support of the Federal Republic of Germany, to enhance the leadership of women in the transformation of Africa with a focus on peace, security, governance, and sustainable development.

The Network, during launching conference, adopted a “Call to Action” in which members committed to “establish and nurture an inclusive Network” comprising a diversity of women, including young women, in leadership, from various sectors of society ranging from political, public and private sectors, civil society and grassroots organizations, and who actively engage in mobilization and participation at community levels.”

The objective of the Assignment:

In Tunisia, the network has been established to give a chance to women leaders of Tunisia to act, interact, and make their voices heard. In order to sustain AWLN work and existence in Tunisia, the institutionalization of the network is needed for the reason of sustaining and ensuring a long-term impact on women leaders.

Within this framework, a legal advisor will be hired with the mission of assisting the African Women Leaders Network to find the best way legally speaking to sustain the network. The contracted candidate will be reporting to the Programme specialist in the conflict cluster office - Tunisia in close coordination with the Coordination executive committee of the AWLN Tunisia Chapter.

Duties and Responsibilities

Provide legal advice to the AWLN

  • Provide advice on the legal formulation of the network
  • Draft the bylaws of the network
  • Draft and finalize all the supporting documents allowing the submission of the request for a National association status

Facilitate knowledge building and sharing

  • Manage the development and dissemination of good practices and lessons learned; ensure incorporation into legal aspects.
  • Manage capacity building exercises for the Network members

Finalize the set of statutory documents allowing effective submission in compliance with the law on Association establishment in Tunisia

3 weeks after starting date – 17- 6 June

Provide legal advice on all the internal constitutive documents and bylaws

Last week before the end of the contract – 7 – 14 June

Required Skills and Experience

Education

  • Master or doctorate in legal science or law;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • Proven skills in Tunisian law and international conventions related to human rights and gender equality;
  • At least 5 years of Significant experience in legal aspects relating to Gender issues and Civil society status;
  • Experience in carrying out similar services.

Language Requirements

  • Fluency in written and spoken French and Arabic is required;
  • Knowledge of English is an asset.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • A cover letter with a brief presentation of your consultancy explaining your suitability for the work and link to the portfolio of work;
  • UN Women Personal History form (P-11) which can be downloaded from http://www.unwomen.org/about-us/employment;
  • Personal CV; and Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all of them since the online application submission does only permits uploading one file per application. Incomplete submission can be a ground for disqualification.
