Strategic office context:

As part of the Supply Division's strategic initiatives to strengthen the professional capacity of UNICEF Supply Community (i.e., supply and logistics staff) globally and UNICEF's initiatives to support the capacity development of Government counterparts and partners, the Supply Community Learning & Development Team enhances the capacity of staff working in all regions in the UNICEF Supply Function so that they can work effectively, respond to challenges, and ensure that supplies make their way across the globe every day to reach children in need.

The Supply Community Learning & Development team is mandated to support formal and informal learning and promote sharing, uptake, application, and adaptation of supply-related knowledge and global Organizational knowledge and culture.

The team also supports the design and delivery of online, live, and blended learning activities in close collaboration with other Centres in Supply Division. The team helps staff scope new projects, identify suitable methodologies, technologies, and production methods, and guides them through the process that leads to the publishing and effective launch of their initiative through UNICEF’s LMS (Agora).

How can you make a difference?

As part of Supply Division’s strategic initiatives to strengthen the professional capacity of UNICEF Supply and Logistics staff globally, and UNICEF’s initiatives to support capacity development of Government counterparts and partners in supply chain management, the Learning and Development Manager will ensure assessment of needs for learning initiatives, design, develop and ensure delivery of appropriate learning experiences to UNICEF staff and counterpart, contributing to overall strengthening of UNICEF and partner’s supply chains for children.

You will be accountable for:

Strategic learning management

  • Develop and implement a learning strategy for supply and logistics technical skills, in close collaboration with staff responsible for capacity development, Subject Matter Experts on Supply Chain Management and other stakeholders. Ensure establishment and use of partnerships with other organisations and institutions when relevant.
  • Based on skills gap analysis, develop learning programmes to re-skill or upskill staff continuously to enable them remain relevant and respond to the changing organizational needs.
  • Ensure sustainability and effectiveness in the delivery of identified learning programmes, through selection of tools and partners, and the formalization of processes.
  • Ensure regular learning needs assessments and/or skills gap analysis and propose an integrated and comprehensive set of solutions to address the needs of internal audiences (UNICEF staff) and external audiences (partners and counterparts).
  • Develop and implement a Supply Chain accreditation programme and a Supply & Logistics technical skills framework.
  • Establish a strategy for provision of learning programmes to cover identified needs. Create an annual Learning Plan focused on Supply Chain management using complementary solutions including but not limited to face-to-face traditional training, workshops, case studies, blended and modular learning solutions, e-learning, webinars, etc.
  • Actively encourage the development of a learning culture and the creation of environments that enable learning.
  • Promote learning which supports collaborative forms of learning and knowledge exchange related to Supply Chain management using social learning technologies.
  • Remain informed of the latest developments in technology enhanced learning, learning design practices and community of practice management. Propose innovative solutions when and where suitable.
  • Ensures ongoing support to managers and staff in the design and roll-out of relevant people management strategies

Learning design coordination

  • Work closely with Subject Matter Experts (SMEs) and Regional Supply Advisors and Regional Chiefs of Operations to define learning goals and content and to manage the implementation of activities in Supply Division and in field offices.
  • Develop learning content/instructional material and events in close cooperation with SMEs, keeping in mind the diversity of learners and groups of learners. Adapt learning material into different versions for different target groups.
  • Ability to consider a diversity of technological and learning design solutions based on needs and constraints.
  • Manage outsourcing and contracting of learning services from external sources including contract management, when relevant.
  • Facilitate a diverse range of activities such as high level government visits, exchange forums,

Programmes management

  • Supervise the effective delivery of learning programmes, together with the Learning & Development Specialist (P3) and team’s assistants.
  • Monitor content relevance and schedule updates / revisions as appropriate, plus communicate on an ongoing basis internally within Supply Division and externally to the whole Supply Community.
  • Manage and maintain overview of UNICEF Supply Chain learning curriculum, including overall responsibility of Supply Chain content in UNICEF Learning Management System (LMS).
  • Maintain the Learning database and dashboard (excel and PowerBi systems) and report on Learning activities with different formats, including Learning KPIs, as requested
  • Design and implement other initiatives in support of learning, e.g. mentoring programmes, soft skills and other bite sized content in the area of Leadership/ Managerial development/People management.
  • Quality control / assessments of learning programmes.
  • Coach internal SMEs for improved facilitation skills and use of facilitation resources (online quizzes, learning games, etc.).
  • Any other duties as defined by the supervisor.

To qualify as an advocate for every child you will have…

Education

  • Master’s degree preferably in learning design/instructional design, including e-learning design, supply chain professional development or business administration.

Work Experience / Required knowledge

  • Minimum 8 years professional experience in scoping, design, management and implementation of learning programmes and organizational development.
  • Experience with adult learning principles, facilitation skills and good practices in learning and facilitation of knowledge exchange.
  • Knowledge of supply chain management desirable.
  • People management design & roll-out experience, Coaching skills.

Languages

  • Fluency in English is required. Strong French an advantage.
