Background

UN Women in Kyrgyzstan is a strong advocate for improving the lives of women and girls in the country. Building on the vision of equality enshrined in the UN Charter, we are working to enhance women's leadership; the elimination of violence against women; involving women in all aspects of decision making; economic empowerment of women.

UN Women in Kyrgyzstan prioritizes initiatives and programs in areas fundamental to achieving equality for women and finding ways of progress for both women and men. At the moment, the country office supports programs throughout the country, which are aimed at: expansion of economic rights and opportunities for women; elimination of violence against women; peace, security and gender mainstreaming in humanitarian action.

In 2023 UN Women Kyrgyzstan Country office commenced the programme funded from the Central Asia - UK Conflict Stability and Security Fund project “Women in Batken lead social cohesion for peace and development”. The project is focused on capacity building of women activists and communities and creating a conducive environment for their participation in strategic level decision-making at family, community and local self-governance levels as a basis for restoration of social cohesion and sustaining peace in 3 target LSGs of Batken province in Kyrgyzstan. The goal of the project is empowering women and communities affected by border conflict to participate in, and benefit from enhanced social cohesion and sustained peace in target communities of Batken province.

The project goal is in line with the ongoing project implemented by UN Women in Batken province since January 2023 based on UN Women agreement with UN Peacebuilding Fund (PBF). It aims at capacity building of Women led CSOs and creating a conducive environment for their participation in strategic level decision-making, leading towards sustaining peace in Kyrgyzstan.

Within this JP UN Women is seeking to hire Lead experts on Gender action learning system (GALS) who will work under the overall supervision of National Program Officer and direct supervision of the Project Manager. The Expert will be responsible for (1) leading GALS for CSOs, (2) Conduct a 3-module ToT on 5 tools for 36 participants in Batken province.

Duties and Responsibilities

Under direct supervision of Community development specialist and overall guidance of Project Manager, the Lead Expert on Gender Action Learning System (GALS) will lead GALS process for CSOs including couching, analysing and adopting the learning system, and, in partnership with co-trainer, will conduct training needs assessment, tailor training materials and conduct 11-days GALS training of trainers (TOT) for 36 plus participants in Batken province:

I.Carry out the preparation of the GALS TOT content (development of the ToT module) (1 day):

- Study the context of the pilot communities and the project concept;

- Develop a ToT programme and a retreat for the GALS Champions;

- Adapt the methodology/tools to the project context;

- Prepare pre-post tests for evaluation of ToT results;

- Prepare evaluation checklist for ToT participants;

II.Conduct a 3-module ToT on 5 tools together with a reflection sessions for GALS Champions (11 days in total); Provide follow up online mentorship sessions for GALS Champions in support of community level GALS sessions conducted by GALS champions (based on the schedule of online mentorship sessions)

III. Develop analysis, debriefing and documentation of results of 3-module ToT and reflection sessions (2 days)

- processing and analysis of pre-post tests, score sheets;

- analysis of ToT results;

- Preparation of analytical report and recommendations;

IV. Review of progress of GALS process at community level through application of participatory tools (Happy

Family Review):

a) 3 months after the start of the GALS process in communities (4 days). Preparation of an analytical report on the results of the review (2 days).

b) 6 months from the start of the GALS process in communities. Preparation of analytical report on results of the review (2 days).

V. Online consultation for GALS champions ( 9 days).

VI. Conduct reflection workshop for CSOs and community activists on GALS process as a whole, by applying a new tool of GALS – “Happy family review”

VII. Update/develop GALS training manual for CSOs

VIII. Prepare training report that summarizes key insights and recommendations resulting from the TOT, mentorship sessions and reflection workshop.

The payments will be made in KGS after the deliverables are submitted in accordance with ‘Deliverables Plan’, accepted and approved by UN Women. The Experts shall provide a report on deliverables with all necessary attachments describing the scope of work performed over the period for which the instalment is paid:

  • UN Women will provide access to UN Women Office during working hours to print relevant documents or whenever required to work on-site at any point during the assignment
  • UN Women will provide logistical support to organize interviews with project beneficiaries, when and if required to develop communication products (stories, interviews)

UN Women will provide all logistical arrangement for participants during GALS trainings and reflection workshops: venue, meal, stationary, transport.

Duration of Assignment:

The expected duration of the Experts is to be 60 working day throughout from 20th July 2023 till 20th March 2024.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period (per diem, air ticket and other). The financial proposal should be provided in KGS. If the proposal is provided in any other currency, it would be converted as per UN exchange rate on the date of post closure.

Evaluation of applicants

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 65 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Financial proposal should include daily rate and field trip cost.

Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.
