Background information – Lao PDR Country Office

Established in 2017 but with a portfolio tracing back in 2007, UNOPS Lao PDR provides expert support to ensure sustainable project management, procurement and infrastructure activities in projects. With funding from various Governments (such as the Russian Federation, Japan, the United States, Korea or Luxembourg) and the Global Fund, UNOPS supports the line Ministries of Lao PDR in the Health, Rule of Law and Tourism sectors.

The UNOPS Lao PDR Office is part of the UNOPS Cambodia Multi-Country Officer (KHMCO), which provides oversight, support and services to UNOPS operations in the country offices. UNOPS KHMCO is in the process of expanding its area of engagement in partnership with different development partners, focusing mainly on a portfolio of projects and programs in the infrastructure and environmental sectors, as well as continuing with the provision of transactional services (HR and Procurement services).

Project Information: The project consists of the rehabilitation of the Mittaphab hospital in Vientiane, capital of Lao PDR. By providing support to the Government, the project will contribute to enhancing the healthcare system of Lao PDR. With the overarching aim of rehabilitating the Mittaphab Hospital to ensure that quality health care to patients can be provided, the project scope consists of: - Coordination with the Ministry of Health and the hospital to validate the feasibility study completed in 2019; - Design, procure and execute the rehabilitation works; - Procurement and installation of medical equipment to properly equip the rehabilitated services; - Design and implementation of a capacity building programme comprising Hospital Management, Hygiene, Waste Management, Infection Prevention and Maintenance Training.

This project is being funded by the Russian Federation, represented by the Embassy of the Russian Federation in Lao PDR with an overall budget of ~13M USD and a duration of 5 years. The client is the Ministry of Health of the Government of Lao PDR and more specifically the Mittaphab Hospital as final user. The project team includes a Senior Project Manager, Project Management Support Officer, Construction Manager, Biomedical Engineers, Procurement Officer and Associate, Project Management Support Associate for the capacity building component, an Admin and Finance Associate and a Driver.

Background Information – Job Specific Under the direct supervision of the Senior Project Manager (PM), the Lead Construction Management Engineer (LCME), provides operational support to contribute to the successful implementation and delivery of activities.The Lead Construction Management Engineer is expected to demonstrate best practices and techniques of construction management work areas, extensive practical experience in performing practical construction activities and supervising works in compliance with quality assurance and quality control requirements, and extensive skills in the management of occupational health & safety as well as environmental management standards on site.

The LCME is responsible for overseeing the project’s assessments and technical design studies and assisting in the preparation of the Implementation Plan. The person will coordinate the day-to-day construction activities, supervising the implementation process of assigned activities, ensuring that the project outputs are capable of meeting the business cases for both UNOPS and the partners.

Functional Responsibilities

The specific tasks might include but will not be limited to:

  • Support the development of the Project Implementation Plan;
  • Ensure that quality of work packages and deliverables complies with the quality requirements defined in the Implementation Plan;
  • Supervise the implementation progress of the project activities ensuring that work packages are being executed properly;
  • Participate in the design development phase, including the review of the designs.
  • Participate in project tendering process for the rehabilitation works, supply of furniture and equipment, and trainings;
  • Take responsibility for supervision of technical staff and consultants assigned to the project, and the assignment and monitoring of duties during the progress of works;
  • Take responsibility for day-to-day coordination with the contractors according to the needs and requirements on site;
  • Visit the project site in order to monitor progress of works, and to identify existing problems;
  • Evaluate and assess works schedules, programmes and reports on Contractor’s works in progress ensuring that the Contractor meets the quality standards expected by UNOPS;
  • Check contractors’ and suppliers set out and works, including compliance with contracts specifications and ensures that contractors and suppliers comply with their work plans to complete work with specified time frame;
  • Assess and verify the work activities of contractor/s, measure completed work and make recommendations regarding interim payments to the Senior Project Manager;
  • Verify and advise on the acceptance of goods, services or works delivered by suppliers and contractors; Identify, and anticipate in a timely manner, potential risks and issues and advise mitigating measures to the Senior Project Management;
  • Support controlling project and work packages changes;
  • Check all laboratory reports, operation and maintenance manuals, and keeps records and report to the Project Manager accordingly;
  • Coordinate periodic review and reporting of the project environmental and social safeguards and health and safety instruments and measures;
  • Provide support and guidance to the contractor and assist in resolving site problems, as necessary;
  • Provide appropriate solutions through application of sound engineering standards in consultation with the Senior Project Manager;
  • Take responsibility for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works;
  • Assess and report on the project closing plans, archiving of cost and progress report and hand over all related reports to the Senior Project Manager;
  • Perform other related duties as required from Senior Project Manager.

    Reporting

  • Ensure accurate and timely reporting of progress and conditions on site through daily site records;

  • Take responsibility for preparation of progress reports on construction activities, according to the agreed timeframe of works and submission of such to the Senior Project Manager;
  • Maintain records, compile periodic reports and any specific reports required by UNOPS standard procedures;
  • Assist the Senior Project Manager in the preparation of reports summarizing progress of projects activities, quality control, health & safety, environmental, resourcing and scheduling, and any other relevant issues;
  • Support QA and HSE reporting and investigations and provide information for monthly QA and HSE reporting.

Knowledge Management

  • Contribute to the project evaluation process, highlighting challenges associated with the project and feedback into a continuous improvement cycle.
  • Provide training and knowledge transfer to national/contractor personnel, including advice on good construction and engineering practices, environmental management practices, and appropriate health and safety standards during construction.
  • Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

Education/Experience/Language requirements

Education - An advanced university degree (Masters or equivalent) in Civil Engineering, Construction Management or in a relevant area is required. - A university degree (Bachelor's degree level) with a combination of 2 years of relevant professional experience as a construction management engineer may be accepted in lieu of an advanced university degree.

Certifications- Certification in Project Management (PRINCE2, PMI, etc.) is desirable.

Experience - A minimum of 5 years of progressively responsible experience in construction supervision/management. - Experience in on-site construction of buildings or construction supervision of building works is an asset. - Experience in writing reports, preparing technical design studies, and writing technical documents is strongly desirable. - Experience in contract management will be an advantage. - Experience in the rehabilitation of hospitals and/or health facilities will be an advantage - Knowledge and skills in using AutoCAD will be an advantage. - Proficient in MS Project and Schedule Analysis is an asset - Experience of successfully working with a variety of health sector stakeholders, particularly governments and development partners is an asset.

Language Requirements - Fluency in English is desired.
