Background

The UNDP Global Centre for Technology, Innovation and Sustainable Development (the ‘Global Centre’) aims to identify, co-design and share innovative and technological solutions for sustainable development through catalysing new insights, partnerships and action on the ground in the countries where UNDP works.

The Global Centre is a joint initiative of the Singapore Government and UNDP. Singapore Government partners include the Ministry of Foreign Affairs (MFA), the Ministry of Sustainability and the Environment (MSE), the Economic Development Board (EDB) and Public Service Division (PSD).

The Centre’s initial areas of focus are Sustainable and Digital Agriculture, Sustainable Finance, and Smart Cities and Digitalisation. The Centre leverages expertise in Singapore, as well as across the network of 60+ new UNDP Accelerator Labs, and from experts and partners around the globe. For each of our programmes we are connecting policymakers, practitioners, think tanks, leading private sector actors, entrepreneurs, civil society, and other stakeholders to build practical solutions that will create lasting impact through deep collaboration.

The objective of this role is to lead and deliver the marketing, communications and digital engagement strategy and implementation for the Centre’s programme areas

Duties and Responsibilities

Communication Plan and Strategy Delivery:

  • Develop the communications strategy and workplan for the Centre’s programmes and workstreams for 2021;
  • Work with the thematic leads within the programme teams to plan the communications and outreach activities focused both internally and externally including all online and offline initiatives;
  • Identify, create and manage all comms-related systems and processes to ensure consistent delivery of professional and quality communications output;
  • Establish and maintain the overall brand positioning of the Global Centre through all marketing and communication efforts;
  • Review and report on performance of the communications output vis-à-vis the plan and course correct as necessary

Content Creation and Management:

  • Support programme teams to conceptualise and ideate all forms of content, including but not limited to blogs, videos, podcasts, infographics, newsletters, white papers, reports, thought leadership articles;
  • Coordinate with external experts on the development of blogs, think pieces and knowledge products related to the work of the Centre;
  • Edit all the content for the Centre that may be contributed by other team members, guest writers/creators and adapt it to suit the audience.
  • Develop graphic content on an ongoing basis that follows the UNDP brand guidelines and supports/enhances all communications;
  • Draft and be responsible for all content creation for the Centre including for conferences, events, key meetings, partners, media, etc. These could include posters, invitations, landing pages, collateral, case studies, press releases, etc.

Managing all of the center’s digital channels – website and social media

  • Regularly update and manage the content and visuals on the Centre’s website to ensure relevance and consistency;
  • Manage all the social media channels of the Centre to promote its programmatic work – Facebook, LinkedIn, Twitter and any other;
  • Manage and liaise all the publication on any external digital platforms of partners, sponsors, etc.;
  • Review and report the metrics for all the digital platforms, both individual as well as consolidated.

Media and Public Relations:

  • Be the Global Centre’s point of contact for all mainstream media channels;
  • Create press releases and statements, manage the internal approval process and provide the releases to the media;
  • Activate the local and international media network, by pitching stories/content and sharing all relevant information with the media;
  • Ensure visibility of the Global Centre in all mainstream media including print, radio, etc.

Events Management and Support:

  • Maintain the calendar of events for the Centre in collaboration with the thematic team leads. The calendar to include internal and external events we are hosting, participating in and speaking at;
  • Support in creating and disseminating all event related communications materials and collateral for events including invitations, posters, etc.
  • Support the team with project management and on ground implementation of events run by the Centre and those of our partners where we have a role.

Vendor and external resource management:

  • Manage all communications resources including interns and volunteers to ensure the quality of output and adherence to brand guidelines;
  • Identify and support in sourcing and managing contracts with necessary vendors to deliver the communications plan;
  • Support the process of hiring and onboarding any communications resource.

Required Skills and Experience

Academic Qualifications:

Bachelor ’s degree in communications, journalism, media or related field.

Professional experience:

  • At least 5 years’ experience working in communications and media (required);
  • Experience having worked in at least one of the programme areas of the Centre (required);
  • Proven skills in design and multimedia (required);
  • Experience managing social media channels (required);
  • Knowledge of the Singapore media ecosystem (desirable);
  • Knowledge of the international relevant media ecosystem (desirable);
  • Experience coordinating events and gatherings with multiple actors including government, civil society, public and private sector (desirable);
  • Experience working for international organisations (desirable).

Language:

  • Excellent writing skills and command of the English language (required);
  • Knowledge of another UN language is considered an asset

Evaluation Process:

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weigh 70% and Financial criteria/ Proposal weighs 30%

Technical evaluation - Total 70% (70 points):

The technical evaluation will be evaluated based on the following criteria:

  • Relevant experience working in communications and media, including managing corporate social media accounts (15pts)
  • Experience having worked in at least one of the programme areas of the Centre (10pts)
  • Proven skills in design and multimedia (10 pts)
  • Experience coordinating events and gatherings with multiple actors including government, civil society, public and private sector (10 pts)
  • Experience working for international organisations (5 pts)
  • Interview (20 pts)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a contract with UNDP.

Payment Modality

Payment to the Contractor will be made according to number of days worked and successful implementation of deliverables.
