Background: Project
UNOPS, through ECR AUMCO, is partnering with the Government of Albania and the European Union, as well as with the UN system, to facilitate the post-earthquake rehabilitation and reconstruction of a large number of key cultural heritage sites, museums, and cultural hubs and to promote tourism and economic development of the sites.
On 26 November 2019, Albania was hit by its most deadly earthquake in a century. The earthquake measured 6.4 on the Richter scale and caused significant casualties and property damage, resulting in 51 deaths, over 1000 injured, and nearly 14,000 people displaced. To measure and assess the economic damage, a Post Disaster Needs Assessment (PDNA) was conducted, estimating the total economic losses at nearly EUR 1 Billion.
The PDNA documented the destruction of public and private infrastructure. Of particular concern was the destruction of cultural heritage monuments and property, as 53 cultural heritage properties were significantly damaged by the earthquake. This project seeks to remediate the effect of the earthquake on Albania’s cultural heritage through the rehabilitation of monuments, as well as contribute to Albania’s socio-economic recovery through the construction and upgrade of these sites. It will be important also to support improvements in the capacity of institutions responsible for the management of these cultural monuments and sites to better accommodate tourism. A final outcome of the project is the effective communication of project results to the wider public and developing and implementing an advocacy platform resulting in better recognition of the important role of culture in the social and economic well-being of Albanian citizens.
Functional Responsibilities
The Museums in Durres and Kavaja are currently undergoing conservation and musealization processes. For this purpose, UNOPS is leading a number of processes, from the physical conservation of the building, the conservation and consolidation of artifacts as well as the interpretation and musealization including digital interpretation and multimedia. All these aspects need to be tied together in a unified final outlook of the Museums coordinated by a curator for both of the exhibitions. Under the overall monitoring of the Cultural Heritage Advisor and in close coordination with the Infrastructure project manager and cultural heritage staff, the incumbent shall provide technical assistance and advice to the following activities: - Curatorship advice and coordination for implementation of museum lines in Museums of Kavaja and Durres
Functional responsibilities: - Liaise with the contractor, digital multimedia contractor, digital multimedia concept creators, design team and conservators and guide the implementation of a comprehensive interpretation of the Museums. - Guide the contractor in the implementation of a comprehensive interpretation of the Museums including the aspects of artifacts, interpretation, and digital interpretation. - Ensure all the quality standards are met and respected. - Assure and follow-up on all elements of implementation, including museum expositors, interpretation tables/posters/labels and digital equipment are integrated in the flow of the museum lines and are all aligned with approved concepts. - Check drawings, specifications and other design and construction documentation and instructing on aspects of interventions. - Attend site meetings, discuss issues, provide efficient and effective solutions to issues, prepare meeting minutes and submit to CH advisor for approval. - Ensure effective relationships are maintained with all stakeholders at all times, with special focus on the difficulties encountered when working in such remote areas in Albania. - Assists in preparing the presentation to national authorities for follow up presentations and information. - Follow up with site engineers of both UNOPS and the contractor on designing interior elements of implementation pertaining to museological lines. - Instruct the contractor and site engineers of both UNOPS and the contractor on appropriate fit for all the design elements for the interior of both Museums for the final unified design outlook.
