Org. Setting and Reporting The position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will work under the direct supervision of the regional Senior Programme Officer (Law Enforcement and Head of Programme) based in Abidjan, Cote D’Ivoire, and under the overall supervision of the Chief of Implementation Support Section (ISS) II, Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA) of UNODC in Vienna, Austria.

Responsibilities The incumbent will be responsible for the overall management, supervision, implementation, monitoring and evaluation of the analysis unit pillar under the Integrated Border Stability Mechanism (IBSM) Project which aims to collate information concerning the situation in border areas with focus on: security, transnational organized crime and terrorism. In this context, UNODC, IOM (International Organization for Migration) in partnership with UNOCT (United Nations Office of Counterterrorism) and INTERPOL will establish an Integrated Border Stability Mechanism (IBSM) as a multilateral coordinating structure for separate but complementary internationally funded projects in the region that aim at strengthening border governance and security in areas strategically relevant for regional stability.

Within delegated authority, the Law Enforcement and Counter Terrorism Officer will be responsible for the following specific duties:

  • Support the establishment of the IBSM Secretariat structure in Dakar, Senegal, in close consultation with IOM (Secretariat lead agency), UNOCT and INTERPOL, and through the recruitment of dedicated human resources.

  • Actively support and participate in the IBSM coordination meetings both at technical and strategic level.

  • Ensure a high level of coordination with other IBSM members, especially for the dissemination of all relevant information (analysis products, data collected, etc..

  • Manage, coordinate and supervise the work of the team working on the IBSM mechanism at the Regional Office.

  • Attend policy-making and expert group meetings to monitor and advise on border management issues.

  • Provide substantive expertise in technical assistance events organised by the UNODC in areas in support of Member States’ efforts in countering transnational organised crime and terrorism in border areas, through training and presentations.

  • Manage the development, implementation and/or evaluation monitoring of assigned activities designed to strengthen border management in the region (interdiction of drugs, precursor chemicals, wildlife, migrant smuggling, armed groups, terrorism, etc.) and provide advisory services and mentoring to national authorities.

  • Lead and participate in complex needs assessment and other technical missions including to border control checkpoints to evaluate and elaborate technical assistance project proposals, in consultation with thematic sections as relevant as well as provide expertise and implement project activities, as it may be required.

  • Initiate, develop training curricula and training materials to support and sustain the programmes’ goals and outputs.

  • Prepare sub-programme reports, including work plans, budget segments, programme/project progress, performance and/or implementation delivery reports as well as variety of written outputs, working papers, reports, background papers, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits, etc.

  • Ensure the provision of regular reports to UNODC and relevant stakeholders on advancement of work, project implementation status, delivery and results.

  • Evaluate the quality and impact of assistance measures in the area of border management.

  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

  • Perform other work-related duties as required.

    Education An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience may be accepted in lieu of the first level university degree.

    Work Experience A minimum of seven years of relevant progressively responsible professional experience in the fields of law enforcement, border management, drug control activities, crime and terrorism prevention is required.

    Work experience at the international level in one or more of the following areas: law enforcement, crime prevention, counter terrorism, criminal and/or financial investigations, police, prosecutions, customs, border control, combating organized crime, drug and human trafficking, smuggling of migrants, and/or criminal intelligence processes, is required.

    Work experience using risk-based working methodology (profiling) is required.

    Work experience in programme/project management and technical cooperation is required.

    Work experience with counterparts in the field is desirable.

    Experience in data analytics or related area is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required. Knowledge of other regional or local language(s) is an advantage. Knowledge of other United Nations official languages is also an advantage.

    Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
