The Social & Behavior Change Officer reports to the SBC Regional Specialist for supervision and guidance. The Officer provides technical and operational support to the SBC Regional Specialist and AAP Regional Specialist by: i) strengthening and scaling up the U – Report Uniendo Voces initiative for R4V response as a feedback mechanism as well as a two – way communication channel to assure young and adolescents’ participation and their voices are being heard to fine tune the response and ii) implement the SBC and AAP knowledge management action plan in strong coordination with the COs.

The summary key functions will be: 1. Support COs that are implementing U-Report Uniendo Voces initiative as a feedback mechanism as well as a two- way communication channel to timely attend young migrants and refugees, assuring content’s coherence, strong linkages between country offices’(COs) efforts and strong link with regional AAP(Accountability to Affected Population) component of the R4V (Response for Venezuelans)
2. Implement the SBC/AAP knowledge management regional action plan, by ensuring that the SBC/AAP interventions across the region are systematically documented in knowledge platforms, that SBC embedded into programmatic results is converted into high-quality knowledge products, and that a community of practice of SBC is rolling continuously amongst the 24 COs

Within the delegated authority and under the supervision of Individual Giving Manager or his/her designated mandated representative(s), the UN Volunteer Social and Behavior Change will:

Support COs that are implementing U-Report Uniendo Voces initiative as a feedback mechanism as well as a two- way communication channel to timely attend young migrants and refugees, assuring content’s coherence, strong linkages between country offices’ (COs) efforts and strong link with regional AAP(Accountability to Affected Population) component of the R4V (Response for Venezuelans)

• Support COs that are implementing U-Report Uniendo Voces initiative as a feedback mechanism as well as a two- ways communication channels to timely attend young migrants and refugees, assuring content’s coherence, strong linkages between CO’s efforts and strong link with regional R4V /AAP / CwC response. • Support technically the targeted COs implementing U-Report Uniendo Voces (Brazil, Ecuador and Bolivia) to ensure the accomplishment of their annual work plans, the enhancement of the U Reporters network contribute to monitor the initiative, promote common strategic actions, and the implementation of global efforts when it is convenient. • Assist AAP teams in the targeted COs to leverage U-Report full potential’s while promoting two way communication with young migrants and refugees. • Coordinate with the COs U- Report global focal points to assure technical quality and proper use of the U- Report, as well as to maximize the use of its benefits into the Uniendo Voces initiative. • Promote the incorporation of at least 4 countries (from CAMEX or R4V response) to the Uniendo Voces initiative and assure bring timely technical assistance and capacity building to launch and sustain the initiative. • Monitor the U -Report Uniendo Voces initiative at regional and country level. • Develop four cases studies (one per country and one regional) showing the added value of U Report as a feedback mechanism and two ways communication channels as part of the AAP/CwC efforts into the R4V and CAMEX response The cases studies should include main results, lessons learned and paths for the sustainability. Implement the SBC/AAP knowledge management regional action plan. • Support the SBC Officers on their daily practices to convert their SBC-embedded results into program and emergency into knowledge products: cases studies, webinars, presentations, films, amongst others. • Support a Community of Practice amongst SBC officers, by facilitating regular meetings aiming to share best practices and knowledge, lessons learned and knowledge products with global/local partners and stakeholders. • Manage and update and improve SBC/AAP documentation of best in the digital platforms of SBC/AAP on SharePoint

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs • As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: U-Report o 5 countries are implementing U-Report Uniendo Voces in a coordinating way, reinforcing their linkages among them and achieving their annual goals leveraging the use of U Report as a feedback mechanism and two – way communication. o COs that have in placed U-Report are trained and received technical assistant to leverage the use of the digital tool as a feedback mechanism and two-way communication meanconsidering the lessons learned coming from the other regions. o Strong and meaningful coordination with U–Report Global Team and U- Report leaders in LAC COs to strengthen the use of tool in LAC in emergency and development context o 5 countries (from CAMEX or R4V response) are joined to the Uniendo Voces initiative and receive technical assistance and capacity building to launch and sustain the initiative o 4 cases studies (one per country and one regional) showing the added value of U- Report as a feedback mechanism and two ways communication channels as part of the AAP/CwC efforts into the R4V and CAMEX response SBC/AAP knowledge management regional action plan o Set of cases studies, webinars, presentations films and other knowledge management products and activities are implemented involving many COs in the region. o SBC/AAP Community of Practice in the region is sharing best practices and knowledge, lessons learned and knowledge products with global/local partners and stakeholders. o SBC/AAP documentation is well organized, updated and available in SharePoint.

Presential work. The UN Volunteer will work in the UNICEF LAC RO Regional Office in Panama

Panama is a family duty station and considered to be a safe place to live. However, like in any city around the world, it is always good to be aware of your surroundings and to be alert. There is a wide range of goods available in Panama and many modern shopping complexes as well as department stores and designer stores. There are suitable residential areas, accommodation options, good hospitals, schools, universities, banks, and a wide selection of restaurants There are beaches, mountains and national parks in the rainforest that it is said to have the broadest range of flora and fauna in the world. Panama does not have any serious health concerns to worry about, however, it is important to note that in some areas such as the Darien province, it is recommended to take precautions for malaria. The Centers for Disease Control website also recommends the yellow fever vaccination for travel to Darien province and the San Blas islands. Weather: Panama has two seasons, the dry season, which is from January until late April or early May, and the rainy season which is the rest of the year. The daytime temperature ranges between 80- and 90-degrees Fahrenheit with the evenings being cooler by 5 to 10 degrees. The average humidity is 70%.

Average cost of living: USD1,120 Currency: Panama Balboa; pegged 1:1 with the US dollar. Internet: High-speed internet is readily available in cities like Panama City, Colon, and David. In remote areas, 'you'll find DSL, cable, or satellite internet.

Panama is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
