Job Title: Learning and Development Specialist for HR

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. To support in this mission, WFP is seeking an individual to join the Human Resources Division Front Office team, reporting to the HR Strategy Implementation lead. The individual will be responsible for learning and development initiatives that support the implementation of the HR Strategy, the Strategic Workforce Plan for HR, and relevant actions resulting from the Global Staff Survey. For this role, the focus will be supporting the design and development of a comprehensive suite of learning and development activities for the HR function that aligns with global L&D initiatives and ensures WFP’s HR workforce is equipped with the required skills and capabilities to achieve its strategic objectives. This person will be working in close collaboration with the HR Staffing Coordinator, the Career Management Branch, the Regional HR Business Partners, and other HR Branches located in HQ.

ACCOUNTABILITIES/RESPONSIBILITIES:

• Support in the development and implementation of a structured learning and development plan for the HR function with clear objectives, prioritization, time frames and detailed breakdown of the activities required / recommended by job profile / role

• Support in the design and development of learning paths that provide relevant resources for HR colleagues. This includes researching and sourcing available internal and external learning resources, tools, templates, and guides that can be customized for WFP context where possible

• Run an inventory of the currently available learning initiatives and identify potential areas/subjects where additional content might be required

• Review, update and maintain the existing HR Foundation learning path

• Support in the creation of a community of practice for HR colleagues across the globe to systematically share best practices and knowledge as they implement activities that deliver against the HR strategy

• Create communications to drive learning initiatives and support in enhancing the knowledge and skills of HR to be strategic business partners and trusted advisors

• Analyze results using qualitative and quantitative data to report on the impact of the learning interventions

• Any other related duties as assigned

DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:

• A structured, well-designed set of learning pathways on the WFP Learning Management System specifically designed for the global HR community

• A revised and up to date HR Foundations learning path.

• A comprehensive report that summarises the inventory of learning initiatives currently available for HR which maps to the needs outlined in the Strategic Workforce Plan for HR and identifies learning resources to be curated/created.

• Establish learning and development initiatives for the HR function using a blended approach and leveraging existing learning material and off-the-shelf solutions that could be adapted and customized to WFP HR system

• Qualitative and quantitative data to analyse the impact of the different learning initiatives

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

  • University degree in Human Resources, Organizational Design and Development, Learning and Development or a related field or another degree with directly relevant work experience

Experience:

• 3-5 years’ experience in designing/delivering blended learning initiatives

• Demonstrated experience in working in strong partnership with different HR areas of an organisation

• Demonstrated experience in working for an international organization.

• Work experience in the UN System is desirable.

Knowledge and Skills:

• In-depth expertise and application of models of learning design / adult learning theory; learning needs analysis methodologies, learning evaluation methods.

• Strong stakeholder and client relationship skills. Ability to quickly build knowledge and understanding of functional/organizational strategy and translate to learning requirements of employees.

• Strong project management skills with the ability to manage multiple projects at the same time and accomplish tasks with follow-through to completion.

• Excellent interpersonal skills to collaborate and influence internally with various stakeholders and subject matter experts across business functions, levels and geographical areas.

• Strong creative problems solving skills; agile, flexible and patient; ability to work with ambiguity, constructive approach to overcoming challenges and build consensus across diverse and global teams

Languages:

Excellent knowledge of English. Good working knowledge of a second UN language preferably French, Spanish or Arabic is desirable
