How can you make a difference?

You as a Knowledge Management Specialist will report to the Regional Chief of Programme and Planning and will be responsible for playing a central role in strengthening knowledge management (KM) functions in the day-to-day work of the Regional Office, and provide strategic guidance to country offices. You will help provide strategic support on KM from EAPRO the 14 country offices, helping strengthen systems for generating, gathering, customizing, managing and disseminating knowledge. You will also provide KM support within the Regional Office to ensure effective knowledge management of Regional Management Team and DROPS agendas, regional collaborative platform (issue based coalition) for which UNICEF is co-lead, and other regional mechanisms.

Summary of results-based key functions/accountabilities are...

  1. Knowledge management strategy coordination and implementation
    • Periodically update the regional KM strategy in line with the global strategy and associated workplans.
    • Support piloting/ implementation of the global KM strategy at the regional and country levels
    • Coordinate RO KM focal points and also coordinate regional KM focal points’ network to ensure they are updated of the latest developments, and to facilitate knowledge exchange.
    • Act as an interface with KM networks of UNICEF ROs, HQ divisions and external partners.
    • Support the Front Office through KM support to RMTs and DROPS to ensure regional level learning, knowledge sharing and evidence-informed decision making.
  2. Strengthen systems for generating, gathering and customizing knowledge
    • Strengthen planning of knowledge products in EAPRO (as part of Research and Evidence Committee)
    • Collect and compile UNICEF knowledge for presentation on dissemination platforms
    • Identify and curate external knowledge of relevance for UNICEF staff
    • Strengthen quality assurance processes for UNICEF knowledge products
  3. Strengthen systems for knowledge management and dissemination
    • Ensure good practices throughout the team on document management
    • In close collaboration with ICT and Communication and Advocacy, strengthen ECM (communication pages and collaboration sites), external facing sites and communities of practice (e.g. Yammer) and utilization of those platforms by EAPRO and CO staff.
    • Oversee the publication of RO bulletins and the functioning of KM community(-ies) of practice
    • Regular monitoring of KM strategy implementation, contribution to documentation of key lessons learned and good practices for reporting and organizational learning.
  4. KM capacity development
    • Implement and update the KM capacity development plan as part of the regional KM strategy
    • Support design and quality assurance of new trainings and webinars
    • Provide regular training on KM through webinars and face-to-face meetings
    • Promote, support and coordinate country and cross-regional exchanges
    • Identify opportunities to strengthen the capacity of partners through KM training and knowledge sharing
  5. UN System-wide KM initiative
  • Contribute to the Asia Pacific Regional KM Hub
  • Provide KM support to regional issue-based coalition on inclusion and empowerment
  • Seek opportunities for inter-agency knowledge exchange and sharing on areas related to SDGs for children.
  • Represent UNICEF and contribute to the regional informal working group on knowledge management

To qualify as an advocate for every child you will have…

  • EXPERIENCE

    • An advanced university degree (Master’s or higher) in social sciences, management, Development Studies or other relevant technical field.

    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

    • A minimum of five (5) years of relevant experience, at national and/or international levels, in knowledge management, monitoring and evaluation, research and programme management. Professional knowledge and technical expertise in knowledge management approaches.
    • Relevant experience in a UN system agency or organization is considered as an asset.
    • Developing country work experience and/or familiarity with emergency is considered an asset.

    SPECIFIC TECHNICAL KNOWLEDGE

    • Knowledge and familiarity with UNICEF programme policy and guidance
    • Ability to research, analyze and synthesize information is an asset
    • Excellent written and verbal communication skills
    • Excellent planning and organizational skills.
    • Ability to provide quality products, with minimum supervision and to meet tight deadlines.

    LANGUAGE SKILLS

    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language at the region is an asset.
