New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement to implement the project activities for the Small Grants Programme (SGP).

The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership, and executed by UNOPS. The SGP forms a central part of the UNDP Local Action Cluster of NCE.

SGP grantmaking supports community-based innovation in addressing global environmental issues and improved, more sustainable livelihoods through initiatives led by civil society and community organizations, with special consideration for indigenous peoples, women, youth and persons with disabilities. SGP has supported over 27,000 community-based projects in 127 countries aimed at biodiversity conservation, climate change mitigation and adaptation, sustainable land management, protection of international waters, and sound chemicals and waste management. The Nature, Climate and Energy team within the UNDP Bureau for Policy and Programme Support (BPPS) in New York exercises strategic, technical and fiduciary oversight for all of its GEF activities, including the SGP. Within the NCE, the Local Action Cluster Coordination team, through the SGP Central Programme Management Team, provides the overall global management of the SGP, including strategic, thematic, and operational guidance and support to the Country Programmes. As the responsible Executing Agency for the SGP, UNOPS provides services to UNDP for human resources, administrative, financial and legal aspects of grantmaking and country operations.

The Knowledge Management and Communications contractor will work with the Central Programme Management Team (CPMT) and with the UNDP Nature, Climate and Environment (NCE) Communications team as appropriate, on the following key areas: (i) support implementation of the SGP’s strategic knowledge management strategy to capture, share, and promote SGP results, lessons learned and best practices at the global, country, and project levels; (ii) facilitate implementation of a comprehensive and streamlined communications strategy at the global, country, and project levels, and increase global coherence and consistency on SGP branding and messaging across country programmes; (iii) develop, manage and disseminate any specific knowledge management and communication products as requested.

Functional Responsibilities

The contractor will work under the overall supervision of the Global Manager of the Small Grants Programme (SGP) and the SGP Communication and Knowledge Management Specialist. The contractor will work with and receive technical and substantive guidance from the Central Programme Management Team (CPMT). The contractor will also coordinate other Communications personnel of the UNDP NCE team for programme coherence and synergies.

The contractor will perform the following functions:

1) Knowledge Management

  • Support the development and implementation of the SGP’s Knowledge Management (KM) strategy, in collaboration with the relevant SGP Country Programmes, CPMT and UNDP/GEF colleagues.
  • Facilitate implementation of guidance on how to capture and disseminate knowledge and conduct knowledge exchange at the country level .
  • Focal point for the maintenance of effective SGP Knowledge Platform(s) (i.e. website, intranet and others) to disseminate lessons and best practices as well as promote peer to peer learning within and across communities, civil society organizations, and others.
  • Coordinate producing knowledge products to effective share lessons learned and best practices at the global, country, and project levels, and ensure adequate dissemination in collaboration with other CPMT Technical Specialists (i.e. publications, fact sheets, case studies, video, social media and others).
  • Support efforts to distil and share best practices and lessons emerging from the SGP portfolio at global conferences and events in collaboration with other CPMT staff.

2) Communications

  • Support development and implementation of SGP’s communication system and strategies, both for internal and external purposes, to communicate the impact of the programme and build a strong, cohesive and visible brand.
  • Coordinate production of internal and external SGP communication materials including publications, videos, fact sheets, brochures and exhibition materials, among others in coordination with the CPMT staff, contractors, interns and others.
  • Coordinate drafting and editing of communications materials requested by CPMT Management, UNDP, GEF and other partners, including reports, speeches, presentations, etc.
  • Support development of guidance and facilitate capacity development of the SGP Country Programmes on development and implementation of communication strategy, and adoption of appropriate tools at the country level.
  • Liaise with UNDP, UN-wide, GEF, and other partners on communication issues to ensure SGP’s participation in relevant events and initiatives, and adherence to relevant policies and guidelines.

Education/Experience/Language requirements

Required Work Experience:

  • A minimum of five (5) years of experience with the UN system or an international organization, preferably providing program support in the design, administration and/or implementation of programmes that serve local communities is required.

Desirable Managerial Skills (the following experience is optional candidates who do not have it are welcome to apply): - Knowledge of and/or experience working in the areas of biodiversity, land degradation, climate change and development is desirable. - Demonstrated international event planning and management skills are desired. - Familiarity with UNDP’s community-based initiatives is an advantage. - Familiarity with the GEF Small Grants Programme and other UNDP implemented initiatives at the local level is an advantage;

Language Requirements: - Excellent command of English required; - Knowledge of other UN languages is an asset.

Information on Working Arrangements: - The contractor will work from home with possibility of limited mission travel; - The contractor will be given access to relevant information necessary for execution of the tasks under this assignment; - The contractor will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;
