Forty years of war in Afghanistan, recurrent natural disasters, chronic poverty, drought, and the COVID-19 pandemic have been devastating for the people of Afghanistan. The recent political transition has only exacerbated needs and further complicated an extremely challenging operational context.

The past twenty years of progress and investment in education resulted in a tenfold increase in the participation of girls and boys. These gains are now at risk to be fully reversed as schools throughout the country face major challenges to remain functional, as schools have been closed for most of the time since March 2020 due to COVID19, reduced funding available in support of the public system due to frozen external support and delays in reopening schools for all children, in particularly at secondary levels. These challenges come on top of existing and structural weakness of the public education system.

UNICEF’s priorities in the coming two years focus on ensuring that schools remain operational for girls and boys and that once girls and boys return to school that they receive a quality learning to provide them a lifeline for their survival and further development. Key interventions are around i) payment of teacher incentives, ii) procurement and distribution of teaching and learning materials, iii) consolidation and expansion of Community Based Education, and iv) roll out of pre-service and in-service teacher training. These priorities are aligned with the Afghanistan Education Sector Transitional Plan (AESTF).

UNICEF’s Annual Workplan and HAC for 2022 is over USD 400 mln. Significant funds have been received towards the five priority interventions. While there will be one overall results framework reflecting progress towards each of the priority interventions, aligned with the AESTF, it will be important to ensure adequate reporting against each grant received (expenditures, activities and results).

How can you make a difference?

Under the supervision of the Education Manager, the KM specialist will support the management and reporting on the different grants (including those from the WB, ADB, EU, ECHO, GPE and ECW), overall knowledge management of the section and support internal and external communication.

This role includes, pro-actively working with field offices and Kabul team for each grant, the budgeting, targeting per location, contracts, and financial and target reporting.

1. Programme development and planning

  • Support in preparing project proposals.
  • Support the development of a results framework for the overall education program, taking into consideration the specific targets of each grant.
  • Support the allocation of funding per zonal office, taking into consideration the overall targets and the targets of each individual grant.

2. Programme management, Budgeting and Reporting

  • Serve as the coordinator for donor report preparation, ensuring the accurate and timely submission of high-quality reports.
  • Ensure the timely submission of budget modifications and financial reports; closely monitor due dates for financial reports, need for extensions.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with implementing partners and private sectors and prepare reports for the Chief of section

3. Collaboration with program team and implementing partners

  • In collaboration with the M&E/IM specialist, develop close collaboration with grants managers and IPs through involvement in programme design, planning, and preparation for implementation of supply components as well as monitoring and evaluation.
  • Establish, in collaboration with the M&E/IM specialist, a clear accountability framework with programmes, for delivery of results for children, across different grants, taking into consideration the different results of the different GRANT.
  • In collaboration with supply and logistic officer, prepare supply documentation to facilitate input to donor dialogue, and support development of supply components of proposals to donors including budgeting and use of innovative financing mechanisms for supplies, services works, taking into account the individual grants requirements.
  • Support assessment of and collaboration with implementing partners including civil society, establishment of Programme Cooperation Agreements (PCAs), and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT).
  • Participate in meetings with other section like Operations that strengthen integrated WASH responses and bilateral counterparts in supply and logistics activities including harmonized and collaborative procurement.

4. Communication and knowledge management

  • Systematization of the Education knowledge materials on SharePoint.
  • Create a directory for all verified reports/studies/assessments/implementation reports;
  • Maintain the education SharePoint and education part of ACO’s website.
  • Ensure communication between the education section with Operations Sections, Communications and Resource Mobilization

5. Reporting

  • The Knowledge Management specialist will directly report to the Education Manager (or M&E specialist in case of vacancy.

Expected Results

The ability of the KM specialist to successfully coordinate and manage the flow of information and communication will directly impact on program goals and results for children especially for delivery of 2022 Education Work Plan This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable program results for children.

To qualify as an advocate for every child you will have…

  • An university degree in Education, public administration, international relations, social sciences or any other relevant studies.
  • A minimum of two years of relevant professional experience in knowledge management, education programming and working with the UN.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local languages (Dari & Pashto) is an asset.
