The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months. With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving response for the children and women in Ukraine in line with the CCCs. The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

In response, UNICEF has already mobilized organization-wide support. However, the deteriorating situation and complex operating environment requires strengthened capacity and sustained efforts to further expand our presence and work in those parts of the country that can be safely accessed, to strengthen our cluster and overall humanitarian leadership, and to continue scaling-up our humanitarian action, with priority focus on child protection, health, WASH, nutrition, learning, cash interventions and social protection efforts. UNICEF is also coordinating with refugee hosting countries to prepare and respond to the humanitarian needs emerging from population movements.

How can you make a difference?

Under the guidance of the Refugee Response Coordinator, the Knowledge Management Officer supports programs in strengthening knowledge management, learning and information sharing by documenting good practices and lessons learned of successful programs and flagship initiatives within the UNICEF team and with other UN agenies and partners.

The Officer plays a leading role in knowledge sharing and information exchange within and between program sections. In addition, the Officer serves as a champion who provides technical guidance and hands-on operational support throughout the programming processes to facilitate the achievement of results on programs/project.

The KM officer will provide professional expertise and assistance in information/data collection; statistics and data analysis; planning, monitoring, and reporting (PM&R), preparing, compiling and managing situation updates and reports, and regular information sharing, communication and partnership.

The KM Officer also supports capacity building to staff and national and subnational partners for data collection, monitoring, evaluation and research with special attention to the interest, concern and participation of primary stakeholders.

Summary of key functions/accountabilities:

KNOWLEDGE/INFORMATION MANAGEMENT

  • Produce performance dashboards, knowledge management tools and ensure quality of data collection

  • Jointly with programme colleagues develop solid data collection mechanisms and tools in line with planned interventions.

  • Support the development and implementation of needs assessments and ensure the results are shared with the programmes to take corrective actions and inform any changes in planning.
  • Support dissemination and follow up of findings with a particular emphasis on adaptive management of humanitarian programming
  • Keep record of reports and assessments for easy reference and to capture and institutionalize lessons learned.

  • Ensure the UNICEF Information Management Accountability for education and child protection as Working Group Leading Agency. Train the Working Group members on indicators and reporting tools.

  • Attend the UNHCR led Information Management Working Group meetings
  • Maintain/develop the UNICEF Team site in close collaboration with UNICEF Knowledge Management community and other relevant colleagues and sections.
  • Develop simple and effective tools for information sharing, using innovative technology solutions.

DATA COLLECTION

  • Provide support on data collection and analysis to support UNICEF programs. Proactively gather information on key stakeholders for informing decisions.
  • Provide the necessary tools and approaches to run assessments. Manage collected data through surveys and assessments.
  • Identify secondary data and information resources that would complement information needs of UNICEF as appropriate.
  • Organize and maintain contact directories of partners using standard formats agreed with relevant stakeholders.
  • Liaise with other agencies and IM Focal Points (as required) for data/information and knowledge that can inform UNICEF program decisions.
  • Support and train program colleagues at UNICEF program teams for ensuring systemized use and approach of M4R tools.
  • Locate, monitor, compile, analyze relevant sources of data on affected children such as country level household surveys, administrative data, other agencies websites/research/reports/publications, potentially generating key data.

PLANNING

  • Support the revision of the Refugee Response Plan, HAC and Emergency Response Plan in line with the calendar and guidance suggested by UNHCR for the RRP review and UNICEF guidance for the HAC.

  • Coordinate quality assurance of the HPM indicator reporting and support the reporting process, including to address bottlenecks and use of revised indicators

  • Support Setting Standards for programme performance planning, high intensity monitoring and high frequency reporting

MONITORING

  • Install a robust Field Monitoring Mechanism in coordination with the programme colleagues, to help you take programmatic corrective actions.
  • Organise training sessions with UNICEF Colleagues, HPD and PCA partners and municipality focal points, to ensure they are aware of key principles of quality reporting
  • Ensure quality assurance of LogFrames of the Workplans/HPDs signed and high quality progress reporting for the SitRep and HPM high frequency indicators.

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate staff and stakeholders for higher-level intervention and decisions.

  • Prepare regular sectoral program/project reports for management, donors and partners to keep them informed of program progress.

REPORTING

  • Coordinate contribute to the biweekly Situation Reports and reporting of the high-frequency Humanitarian Programme Monitoring indicators’ ;
  • Contribute to the revision of the Refugee Response Plan and the Humanitarian Action for Children

  • Produce/contribute to regular generic and thematic situation reports, Q&As, advocacy/communication issue briefs and presentations on children on the move/affected by migration, lessons learnt and good practices as per pre-determined timelines, upon need and demand.

  • Support resource mobilization through development of country or multi-country donor proposals and related reports

  • Ensure that inputs to donor reports meet quality standards in terms of of results-based programming and monitoring and a focus on impact

CAPACITY BUILDING

  • Provide technical support to ensure that the monitoring and evaluation capacities of UNICEF Slovakia staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead data collection monitoring and evaluation processes.
  • Support the on-boarding of new UNICEF Slovakia staff from a PMR/IM perspective and build capacities of national officers about UNICEF PMR/IM systems and processes

NETWORKING AND PARTNERSHIP BUILDING

  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders though active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results.
  • Strengthen reporting in joint platforms with partners.

To qualify as an advocate for every child you will have…

Education:

Advanced University degree in Social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education)

Experience:

Two years professional work experience in advocacy and communication, reporting, or program management. Advanced ability to express clearly and concisely ideas and concepts in written form; specific skills in report writing and editing

Language requirements:

English. An additional UN language is an asset.
