Org. Setting and Reporting ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063.

The mission is guided by ECA's five strategic directions which are: advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Knowledge Management Services Section (KMSS) of the Publications, Conference and Knowledge Management Division (PCKMD). At this level incumbents may be responsible for organising a specialized service related to a substantive field, or specialized functions in a library or information network program. The Knowledge Management Officer reports to the Chief of KMSS. Depending on the organizational structure incumbents of this position may supervise the work of general service and professional staff assigned to the area of work.

Responsibilities Within delegated authority, the Knowledge Management Officer will be responsible for the following duties:

  • Contributes to the formulation of overall policies, procedures, objectives and guidelines affecting the development and maintenance of knowledge management across the Commission.
  • Plays a lead role in mainstreaming knowledge management within ECA programme of work embedding KM principles and practices into the programme management cycles to ensure that the business processes are knowledge-centric and achieve comprehensive documentation, management, disseminations and sharing of ECA knowledge products.
  • Formulates and implements projects and provides advice and assistance in setting up, expanding and/or reorganizing ECA knowledge services Commission-wide.
  • Implements new technologies in information management for innovative systems to support knowledge-enabled business processes as well as participate in system process reengineering efforts to satisfy the knowledge needs of the Commission to ensure library staff and other staff throughout the Organization have modern tools for efficient access to information.
  • Promotes and develops internal and external knowledge systems as well as integration of controlled vocabularies ensure consistency and accuracy.
  • Leads in the development of the ECA knowledge management strategy and advises departments seeking expertise in information architecture and content organization, including internet/ intranet sites, using in-depth understanding of institutional Intranet and knowledge management activities. and ensure that the business processes are knowledge-centric and fall within the overall ECA knowledge architecture framework as well as advising units and departments seeking expertise in information architecture and content organization.
  • Routinely performs high level research and analyses, applying extensive experience in the integration of information from a wide variety of sources, necessitating not only significant understanding of the Organization’s mandate, but also the ability to assess the relevance of external information to the Organization’s work.
  • Evaluates applications and cost-effectiveness of knowledge services in relation to IT options, and provides reliable research and specifications for innovative information/ knowledge management technologies and recommendations for decision-making; creates a link between ECA knowledge services and related information networks.
  • Participates in regional Knowledge Management initiatives linking information networks and institutions (UNDS, RECs, member States, academia, etc.) for sharing innovative knowledge engineering solutions and provide capacity development assistance to ECA member states through the AVLIN Initiative.
  • Participates in the planning and organizing of training for headquarters and mission staff and visitors with respect to utilization of library services.
  • Evaluates the performance of vendors and exchange partners and negotiates charges where necessary.
  • Guides, trains and supervises general service and professional staff in the function.
  • Performs other duties as assigned

Ability to develop and oversee large centralized or decentralized institutional knowledge systems; ability to assess client's information and knowledge needs and innovatively design appropriate KM solutions. Demonstrated capacity and commitment to deploy best practices, standards, innovative and analytical problem-solving methodologies in the design and delivery of value-added knowledge systems solutions to enable effective information/ knowledge services delivery; knowledge of interactive tools and techniques in information and knowledge management using advanced web technology (Web 2.0/3.0, Semantic Web). Strong analytical and problem-solving skills. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in library science, information technology, knowledge management, information science or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in knowledge management, information management, library work, information network administration or related area is required.

    Practical experience in the development of institutional repositories, and/ or digital and virtual knowledge/ information services, including web services, is desirable.

    Proven experience in exploring, adapting and applying new technologies and methodologies in knowledge and information management is desirable.

    Experience in advanced online delivery of knowledge and library services is desirable.

    Project management experience is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
