UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the the Adolescent Development Specialist and the Chief of the Health and Nutrition Section, the KM Officer (AHD) will support to ensure the overall efficiency and effectiveness of various projects and will facilitate the administration and achievement of concrete and sustainable results in adolescent health and development support, specifically for the projects with KOICA, DFAT (MHPSS and CSE-ASRH), Johnson & Johnson, among others.

The KM Officer (AHD) will have the following duties and responsibilities:

1. Support to program development, planning and documentation

a. Support the periodic situational analysis to support the evidence generation for the joint programme on reducing teenage pregnancies

b. Consolidate and process relevant datasets research, and reports on adolescent health and development-related trends to be used by DOH and the Samar and Southern Leyte provinces for improving the adolescent health and development programme.

c. Support the health managers and supervisors at DOH, Samar and Southern Leyte in knowledge management, monitoring, evaluation, and learning support, throughout all stages of programming processes

d. Lead the preparation of materials and documentation, supporting the building of local Knowledge Management systems and processes for KOICA JP areas, and complying with organizational processes and management systems to support programme planning and results-based M&E;

e. Support the DOH and the targeted provinces in development of a local database for adolescent health and development (AHD) and Responsible Parenthood and Reproductive Health (RPRH) interventions to capture social and health services updates for adolescents in Western Samar and Southern Leyte Local Government Units for a more improved local development planning for young key populations

f. Review regional, provincial, and municipal/city workplans to harmonize monitoring, reporting, and knowledge building systems for various UNICEF-supported Adolescent Health and Development projects with KOICA, DFAT, J&J, and others.

2. Program management, monitoring, and delivery of results

a. Conduct regular monitoring and timely reporting of inputs, activities, and results related to the joint programme

b. Use the programme monitoring results, to advocate with the provincial teams of government in improving the programme implementation mechanisms

c. Facilitate the monitoring and evaluation, information and knowledge management activities, and routine and periodic programme reviews with key stakeholders

d. Develop monitoring and reporting tools (templates and dashboard) for Output 1.3.

3. Technical and operational support to program implementation

a. Facilitate and support regular programme field visits with , donors, UN partners, Government counterparts, and provide information with key stakeholders to assess progress and provide technical support.

b. Provide technical assistance to key stakeholders to streamline monitoring and reporting processes at the national and local level for a more efficient data collection and processing for adolescent health and development programmes in the country;

c. Conduct regular assessment and capacity building for key stakeholders on adolescent health and development, M&E, and information and knowledge management

4. Networking and partnership building

a. Build and sustain effective working partnerships and use the networking to support the improvements in the M&E and information and knowledge management of the adolescent health and development;

b. In coordination with UNFPA, WHO and other partners, support the government partners in the Samar and Southern Leyte province to hold regular partnership and coordination meeting, follow up on the action points and monitoring for results.

c. Participate in appropriate inter-agency meetings and events on programing to collaborate with inter-agency partners and colleagues;

d. Prepare knowledge products which will be used for advocacy and resource mobilization

5. Innovation, knowledge management and capacity building

a. Conduct regular consultations and knowledge sharing sessions with key stakeholders and document best practices and lessons learned to build a virtual repository for knowledge products;

b. Establish efficient information and knowledge management systems in consultation with key stakeholders and provide capacity building for the utilization of tools and systems at the local and national level;

c. Support the establishment of community of practice for knowledge building among stakeholders for adolescent health and development;

d. Provide support various KM audit exercises and activities of key stakeholders at the national level

e. Provide technical assistance to key stakeholders in the development or enhancement of existing information and knowledge management systems, specifically for agencies handling adolescent physical and mental health programs in the country

To qualify as an advocate for every child you will have…

  • University degree in community development, development communication, public health, international health and nutrition, health research, health sciences, statistics, policy and/or project management, or other social and health-related science or related fields. Post graduate degree on any of the related fields is an advantage.
  • Minimum of two years of professional experience in some or all of the following areas:

• Planning and project management in various sectors, development of basic information and knowledge management systems, quantitative and qualitative research, public health, adolescent sexual and reproductive health, and development of communication or knowledge product/materials.

• Experience in both research development and implementation and management of adolescent related programs are added assets

• Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.

• Demonstrates creativity and ability to translate highly technical information into easily understandable information for various stakeholders and audiences.

• Experience in planning, writing, editing, and collating official reports, presentation decks, etc.

• Experience in digital tools such as SharePoint, Office 365, etc
