Background

UN Women is the United Nations agency responsible for promoting gender equality and the empowerment of women worldwide. In Nigeria, UN Women has been active since 2004, working closely with the Nigerian government, civil society organizations, and other stakeholders to advance gender equality and the empowerment of women through key thematic areas such as Ending Violence Against Women (EVAW), Women Political Empowerment (WPE), Women Economic Empowerment (WEE), Women, Peace and Security (WPS) towards achieving Sustainable Development Goal (SDG) 5.

One of the key targets of SDG 5 is the elimination of Violence Against Women and Girls (VAWG) which is a human rights violation and public health concern and a ubiquitous phenomenon that has cross-cutting implications for the actualization of women’s rights and achieving gender equality. UN Women has been collaborating with various government, non-government institutions, and communities to implement multi-sectoral interventions towards the elimination of VAWG and address its root causes and manifestations.

The Joint EU-UN Spotlight Initiative in Nigeria aims to support a Nigeria where all women and girls, particularly the most vulnerable, live a life free from violence and harmful practices. The vision is being realized by addressing the linkages between sexual and gender-based violence and harmful practices with related aspects of sexual and reproductive health and rights as a cross-cutting theme. The focus has been on prevention efforts, particularly addressing the root causes of gender-based violence and harmful practices (child marriage and FGM) against women and girls; and ensuring access to inclusive, timely, and quality services for victims and survivors with a vibrant CSOs and women's movement. The geographical scope is vertical, supporting interventions at federal, state, and community levels and horizontally across 5+1 focus states of Lagos, Sokoto, FCT, Ebonyi, Adamawa, Cross River, and the FCT.

Since 2019, UN Women as one of the UN agencies on the Initiative has been leveraging on multi-stakeholder partnerships, collaborating with CSOs, private sector and government institutions at federal, state and community levels to implement activities towards achieving the existence and enforcement of non-discriminatory laws and policies to address SGBV, HP and promote SRHR; strengthened institutions to design and implement multi-sectoral response; communities, including community gatekeepers such as traditional and religious leaders, men and boys, community structures and champions, are mobilized and engaged to transform social norms and attitudes towards prevention of violence and harmful practices against women and girls; women and girls’ capacity with regards their rights to wellbeing is strengthened by addressing barriers to facilitate timely access to acceptable and quality essential services; and empowered women’s rights groups and civil society organizations(CSOs) are better able to advocate, influence and advance programming on EVAWG and HP.

The consultant will report to the Deputy Representative of UN Women Nigeria CO to undertake the tasks itemized below. The consultant will work in close collaboration with the Spotlight Initiative team and the Monitoring and Evaluation Specialist at UN Women to ensure the successful implementation of the assignments.

Duties and Responsibilities

UN Women has collaborated with and supported various partners to develop knowledge products such as policy briefs, training manuals, toolkits, testimonials, awareness campaign materials, assessment reports, advocacy templates, etc. to support capacity building, disseminate best practices, guide decision-making, and to plan and execute project interventions. In a bid to engender continuous use and phase-over of the knowledge products to other relevant stakeholders towards advancing decision-making and future programme development relating to the elimination of violence against women and girls post-Spotlight implementation.

UN Women is seeking the expertise of a qualified consultant to collate and build a well-organized repository of products developed through the implementation of the Spotlight Initiative. The Consultant will further support the drafting and review of donor and country office reports related to the Spotlight Initiative. This process is intended to streamline the knowledge products, making it easier for organizations to make informed decisions.

The consultant will work closely with UN Women to deliver on the following elements:

a. Collate and oversee a repository of knowledge products and lessons learned developed by UN Women and partners throughout the life cycle of the Spotlight Initiative ensuring cross-country office dissemination and awareness of SI KM products

b. Provide substantive inputs to donor and country office annual reports as they align with the Spotlight Initiative and wider Ending Violence Against Women thematic area

c. In collaboration with communications colleagues, outline and support dissemination plan of knowledge products developed within the Spotlight Initiative products including with civil society organisations, government, donor partners and the private sector

d. Support lessons learned and monitoring and evaluation exercises in collaboration with UN Women M&E team and the Spotlight Initiative PMU with the verification of the data in the reports submitted by UN Women‘s implementing partners on the Spotlight Initiative

e. Provide all completed final products, tools, datasets, infographics, and raw .indd files to UN Women. The consultant will be required to maintain an audit trail of the feedback from UN Women and provide a response on how they were addressed.

Required Skills and Experience

Recruitment Qualifications:

  • Master’s degree or equivalent in knowledge and information management, social science and arts related discipline
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least five years experience working on issues of gender-based violence, gender equality and women’s rights, human rights and or global development
  • Proven experience in knowledge management consulting, with a track record of successful projects.
  • Excellent communication and training facilitation skills.
  • Ability to work collaboratively with cross-functional teams.
  • Strong analytical and problem-solving skills.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset;
