Background / Office description UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Crisis Bureau (CB) guides UNDP’s corporate crisis- related strategies and vision for crisis prevention, response and recovery and lead corporate support in response to crisis. To fulfil its mandate, the CB is committed to investing in developing reliable capacities that can be rapidly deployed to country offices (COs).

The ‘Crisis and Fragility Policy and Engagement Team’ (CFPET) works across the Crisis Bureau and with external stakeholders to prevent and respond to crisis and the problem of fragility. It supports a multidimensional fragility framework, forecasts trends, promotes UNDP’s technical tools and seeks to better policy, partnerships and financing. CFPET promotes improved development and peace results in fragile and crisis contexts to build safer societies, advance Agenda 2030, and make good on our collective promise to leave no-one behind.

The purpose of CFPET is to inform and shape, catalyse and facilitate UNDP’s engagement on crisis and fragility issues and drives work for the Crisis Bureau on: - Insight and knowledge on key crisis and fragility issues, which are country/region-specific, global and cross-cutting and that enable UNDP to anticipate and respond in a timely way to risks, and position UNDP as a forward-looking and innovative organisation; - Innovative and enterprising policy solutions, which enable UNDP to deliver improved programming and approaches to crisis and fragility issues and better play its role of global thought- leader (and integrator for the UN system) on “big ticket” crisis and fragility issues from a development perspective; - Strategic partnerships and advocacy, which position UNDP as the bridge across the humanitarian, development, and peace nexus, and as the development partner of choice in crisis and fragile contexts; - Innovative crisis and fragility finance opportunities and instruments, which enable programme countries to attract novel sources of funding and UNDP to better mobilise resources to deliver results on crisis and fragility situations; and - Fostering an integrated, coordinated and coherent Crisis Bureau within UNDP’s Global Policy Network (GPN), which enables UNDP and the UN system to be more effective and efficient in delivering results in crisis and fragility contexts.

CFPET priorities include policy development, partnerships and advocacy, advisory services, risk analysis and knowledge management. In this framework, CFPET has setup a small cell of the Crisis Bureau in Brussels to coordinate the partnership of crisis and fragility with the European Union, the top donor for UNDP’s work in crisis contexts. The Crisis Bureau team in Brussels is responsible for liaising with EU actors of interest at the policy, programme and advocacy level and coordinate country and policy work of UNDP as it relates to the interaction with the EU and crisis and fragility. In this context, the CB in Brussels develops advocacy strategies to promote UNDP’s work and ensure an effective liaison with EU counterparts. In upcoming months, the team will focus on major consultations and dialogues with EU and other UN counterparts in matters related to Preventions, Stabilization and Peacebuilding (PSP). The team is responsible to organize a major event taking place in May 2022 -the “2nd Annual EU-UN Dialogue for Prevention, Stabilization and Peacebuilding” and to facilitate a continuous engagement within the resulting EU-UN Community of Practice.

CFPET is now recruiting a Junior Programme Analyst to support these workstreams and help the team with other related matters, especially related to the Administration and Coordination of the EU-UN Dialogue on PSP, the management of the resulting Community of Practice, and related advocacy activities in Crisis Prevention, Stabilization and Peacebuilding.

Institutional Arrangement The Junior Programme Analyst will perform duties under the overall supervision of the Programme Specialist in the CFPET Brussels team, Crisis Bureau UNDP.

The Junior Programme Analyst will be based within the UNDP Representation Office in Brussels and will work in close coordination with CFPET, CB, and BERA as well as other relevant units in HQs and the Brussels Office.

Duties and Responsibilities

Scope of Work The Junior Analyst will provide advice, project coordination, and support services to CFPET in Brussels with respect to the advocacy strategies and activities, policy dialogues with EU audiences, and the formulation, implementation and communication of crisis related EU-funded projects. Specifically, the Junior Programme Analyst will:

  • Support CB’s strate gic partnership with the EU and M em ber State s in relation to Crisis and Fragility, through the provision of assistance to CB team programme activities in Brussels and the implementation of outreach and visibility events, such as workshops, launches, and events showcasing the partnership. This includes the organization and operationalization of events, liaise with respective counterparts, identify appropriate target audiences, and prepare substantive informative materials (reports, publications, etc.).
  • Support the overall organization and project management of the EU-UN Dialogue for “Prevention, Stabilization and Peacebuilding”, including being responsible for event coordination and all administrative and logistical aspects related to invitations, registration, set-up of sessions, coordination with contractors for delivery of platforms, provision of online support to attendees, and ensure adequate documentation and notes of all aspects related to the event.
  • Support the management of the resulting EU-UN community of practice on Prevention, Stabilization and Peacebuilding, including support for the design and management of the virtual networking space, for content creation, engagement of stakeholders and product quality assurance.
  • Support the strengthening of CB’s high-level partnership with the EU, including fostering collaborative and proactive relationships with counterparts and colleagues in those offices; organize exchanges and dialogues between respective leadership; draft briefing notes, talking points, mission reports, prepare agendas; provide overall coordination for missions in order to strengthen the partnership along with the European Commission’s portfolios.
  • Undertake other relevant tasks that may be assigned by the Programme Specialist, including supporting resource mobilization efforts through the identification of EU funding opportunities for crisis, information gathering, quality assurance on concept notes, support knowledge sharing with COs on engagement procedures with the EU, preparing briefing notes for UNDP Crisis Bureau Senior Management, etc.

Competencies

Required skills and competencies

  • Project coordination volunteer experience or internships related to the aim of the project is determinant.
  • Knowledge of EU structure and implementation modalities for external development and humanitarian assistance
  • Experience in the use of computers and office software packages and handling of web-based management systems.

Desired additional skills

  • Experience in international organizations is desirable.
  • Experience in advocacy and country support applied to humanitarian and development contexts.
  • Familiarity with the UN/UNDP system and EU-UNDP partnership in crisis is an asset.

Required Language(s) (at working level)

  • Fluency in written and spoken English is required.

Required Skills and Experience

Min. Academic Education Advanced university degree (Master’s or equivalent) in crisis, humanitarian affairs, development, international relations, security, or related disciplines. Bachelor’s degree with an additional 2 years of relevant experience may be accepted in lieu of an advanced university degree.

Min. years of relevant Work experience

Applicants with a Bachelor’s degree are required to have 2 additional years of relevant experience in project coordination, event management, emergency or humanitarian support, security, crisis assistance support and/or support to project management in development and/or crisis.
